A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA
DECLARING ITS IN'T'ENTION TO CALL A SPECIAL ELECTION AND
FIXING THE TIME AND PLACE FOR HEARING OF PROPERTY OWNERS
WITHIN THE AREA PROPOSED TO BE ANNEXED.
WHEREAS, there has been presented to the City Council of the City of
Costa Mesa a petition signed by more than one-fourth (1/4) of the qualified
electors residing within the territory, known and designated as "PACIFIC
AVENUE ANNEXATION," as shown by the County Registrar of Voters, setting
forth their desire to be annexed to the City of Costa Mesa; and
WHEREAS, this Council deems it to be in the best interest of the area
proposed to be annexed, and of the City of Costa Mesa, that said territory
be annexed to the said City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF COSTA
MESA AS FOLLOWS:
SECTION 1. That it is the intention of the City Council of the City of
Costa Mesa to call a special election in certain inhabited territory conti-
guous to said City, proposed to be annexed thereto, for the purpose of sub-
mitting to the electors residing in said territory the question whether or
not such territory shall be annexed to the City of Costa Mesa. Said
territory is described as follows:
Beginning at an angle point in the existing boundary of the
City of Costa Mesa as said boundary is described in Republic
No. 4 Annexation to the City of Costa Mesa, California, Ordi-
nance No. 324, adopted October 17, 1960, said angle point being
the Southerly prolongation of the Westerly line of Lot 111 of
Tract No. 653, as shown on a map thereof, recorded in Book 19,
page 42 of Miscellaneous Maps, records of Orange County, Cali-
fornia, with the centerline of Victoria Street, 60.00 feet in
width, as shown on a map of said Tract No. 653; thence South
890 28' 00" West along the centerline of said Victoria Street
and the existing boundary as described in Republic No. 2 Annexa-
tion to the City of Costa Mesa, Ordinance No.43, adopted April
26, 1954, a distance of 470.73 feet to the centerline of Canyon
Drive; thence South 00 32' 00" East along the centerline of
Canyon Drive and said existing boundary 30.00 feet to the southerly
line of said Victoria Street; thence South 890 28' 00" West, along
the Southerly line of Victoria Street, 690.10 feet to the Westerly
line of Valley Road, 60.00 feet in width, as shown on a map of
said Tract No. 653; thence continuing along the Southerly line
of said Victoria Street and the Northerly line of Lot 40 of said
Tract No. 653, and the existing boundary as described in the
River No. 4 Annexation to the City of Costa Mesa, Ordinance No.
62-46, adopted December 3, 1962, South 890 28' 00" West, 300.05
feet to the Northwest corner of Lot 40 of said Tract No. 653;
thence North 00 32' 00" West along the existing boundary as
described in River No. 2 Annexation to the City of Costa Mesa,
Ordinance No. 397, adopted October 16, 1961, and the Southerly
prolongation of Pacific Avenue, 60.00 feet in width, as shown
on a map of said Tract No. 653, a distance of 30.00 feet to the
centerline of said Victoria Street; thence South 890 28' 00"
West, along the Westerly prolongation of the centerline of said
Victoria Street, 1088.28 feet, more or less, to the Easterly
line of the Santa Ana River, 300 feet in width, as described in
a deed to the Newbert Protection District, recorded June 22, 1911,
in, Book 197, page 300 of Official Records of Orange County,
California; thence departing from the existing boundary of the
City of Costa Mesa, North 130 25' 00" East along the Easterly
line of said Santa Ana River, 206.08 feet to a line, 200.00 feet,
measured at right angles, Northerly of and parallel with the
Westerly prolongation of the centerline of said Victoria Street;
thence North 890 28' 00" East along said parallel line and the
existing boundary as described in River No. 3 Annexation to the
City of Costa Mesa, Ordinance No. 404, adopted November 6, 1961,
a distance of 490.44 feet, more or less, to the Westerly line
of said Tract No. 653; thence North 360 46' 30" East along the
Westerly line of said Tract No. 653, a distance of 395•$0 feet,
more or less; thence North 560 13' 00" East, 800.00 feet; thence
North 36 59' 00" East, 800.00 feet; thence North 200 02' 00"
East, 419.50 fest to the Northwest corner of said Tract No. 653;
thence North 89 28' 00" East along the Northerly line of said
Tract No. 653, and the existing boundary as described in Harbor
No. 1 Annexation to the City of Costa Mesa, Ordinance No. 294,
adopted February 29, 1960, a distance of 1315.31 feet to the
Northwest corner of Tract No. 2873, as shown on a map thereof,
recorded in Book 88, pages 22 and 23 of Miscellaneous Maps,
records of Orange County, California; thence South O° 32' 00"
East along the Westerly line and the Southerly prolongation
thereof, of the East one-half of Lot 641 Fairview Farms as shown
on a map thereof, recorded in Book 8, page 71 of Miscellaneous
Maps, records of Orange County, California, and the existing
boundary as previously mentioned in Republic No. 2 Annexation
to the City of Costa Mesa, 690.25 feet to a point in the Southerly
line of Wilson Street, 60.00 feet in width, as shown on a map of
said Tract No. 653; said point being the Northeast corner of Lot
132 of said Tract No. 653; thence South 890 28' 00" West along the
Southerly line of said Wilson Street and the Northerly line of
Lots 132 and 131 of said Tract No. 653 and the existing boundary
as described in Republic No. 3 Annexation to the City of Costa
Mesa, Ordinance No. 303, adopted May 2, 1960, a distance of 259.25
feet to the Northwest corner of Lot 131 of said Tract No. 653;
thence South 80 15' 00" West, along the Westerly line of Lot 131
of said 'Tract No. 653, a distance of 275.60 feet; thence South 340
40' 30" West, 199.70 feet; thence South 530 16' 30" West, 329.82
�.., feet to the Southwest corner of Lot 131 of said Tract No. 653,
said Southwest corner also being the Northwesterly corner of Lot
Ill of said Tract No. 653; thence South 110 28' 00" West along the
Westerly line of Lot 111 of said Tract No. 653 and the existing
boundary as previously mentioned in the Republic No. 4 Annexation
to the City of Costa Mesa, 172.61 feet; thence South 230 48' 00"
West, 219.75 feet; thence South 70 25' 00" West along said Westerly
line and the Southerly prolongation thereof, 291+.85 feet to the
point of beginning.
SECTION 2. That said territory is hereby designated and identified as
"PACIFIC AVENUE ANNEXATION" to the City of Costa Mesa.
SECTION 3. NOTICE IS HEREBY GIVEN that on the 6th day of December, 1965,
at the hour of 7:30 o'clock p.m., or as soon thereafter as the matter may be
heard, in the Council Chambers at the City Hall, 695 West 19th Street, Costa Mesa,
California, any person owning real property within said territory so proposed
to be annexed and having any objection to the proposed annexation may appear
before said City Council and show cause why such territory should not be
annexed. Such protests must be in writing and shall state the name of the
owner of the property affected, and the street address or other description
of the property sufficient to identify it on the last equalized assessment
roll. Owner means the owner as shown on the last equalized assessment roll,
or the person or persons entitled to be shown as owner on the current assess-
ment roll, or, where such land is subject to a recorded written agreement to
buy, the purchaser under such agreement to buy shall be deemed the owner.
Protest may be made on behalf of the owner by an agent authorized in writing
by the owner to act as agent with respect to such land, except that protest
may be made on behalf of a private corporation which is an owner of property
by any officer or employee of the corporation without written authorization by

the corporation to act as agent, or make such protest. If protests are
made by petition, the petition shall contain the same information required
of individual's protests, and there shall be attached to the petition, an
affidavit made by a voter or owner of property within the territory described
in the petition, or an agent of either such owner or voter. If it be
found that protest is not made by the owners of one-half (1/2) of the value
of the territory proposed to be annexed, as shown by the last equalized
assessment roll, further proceedings shall be taken in accordance with the
law for the holding of such special election.
SECTION 4. The City Clerk shall certify to the adoption of this
Resolution, and cause the same to be published at least once a week for
two successive weeks prior to the hearing in a newspaper of general circula-
tion published in the territory proposed to be annexed, or if there is none,
in the ORANGE COAST DAILY PILOT, a newspaper of general circulation published
in the City of Costa Mesa, and shall mail notices to all owners of property
as required by law at least (20) twenty days prior to the date set for hearing.

of the City of Costa Mesa, do hereby certify that the foregoing Resolution,
being Resolution No. 65-88, was duly passed, approved and adopted by the City
Council of said City, approved and signed by the Mayor, and attested by the
City Clerk, all at a regular meeting of said City Council held on the 18th
day of October, 1965, and that the same was passed and adopted by the
following vote, to wit:
