A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA, CALIFORNIA, COMMITTING TO PROVIDE
LOCAL FUNDING FOR SEVEN (7) TRAFFIC CIRCULATION
IMPROVEMENT PROJECTS ON INTERSTATE 405.
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE AS
FOLLOWS:
WHEREAS, the City of Costa Mesa initiated a study of the existing
Interstate 405 (I-405) in April 1986 and documented unacceptable traffic
service levels and inadequate ramp capacities that cause traffic to congest
on regionally significant arterials in the City; and
WHEREAS, the average daily traffic (ADT) volumes along I-405 through
the City of Costa ilSesa increased frau a maximum of 215,000 ADT in 1986 to
256,000 ADT in 1987 and have further congested the unacceptable traffic
service levels previously documented; and
WHEREAS, the forecast traffic by the year 2010 on I-405 through the
City of Costa Mesa is for 292,000 ADT; and
WHEREAS, the City has coordinated with CalTrans, the Federal Highway
Administration, and other potentially affected agencies and interests dur-
ing the past three years to develop 17 projects to improve traffic service
levels on I-405; and
WHEREAS, seven of the 17 projects to improve traffic service levels
on I-405 are needed now to correct existing unacceptable conditions (see
Attachment "A" for a listing of the seven projects); and
WHEREAS, the seven I-405 projects needed now are estimated to require
$11,530,590.00 (Eleven Million Five Hundred Thirty Thousand Five Hundred
Ninety Dollars) and are desired for construction during fiscal years 1990-
91 and 1991-92; and
WHEREAS, the Orange County Traffic Improvement and Growth Management
Plan, which will be placed before the voters of Orange County during Fiscal
Year 1989-90, may establish a one-half cent sales tax earmarked for local
and regional traffic improvements, and could make available to the City of
Costa Mesa an estimated $40,000,000.00 (Fourty Million Dollars) to fund the
construction of transportation improvement projects; and
WHEREAS, the City of Costa Mesa has applied for State -Local Transporta-
tion Demonstration Program funds which may make State funding available for
up to 50 percent of construction costs for the seven I-405 projects needed
now; and
WHEREAS, the City continues to collect Development Trip Charges in
North Costa Mesa and is proceeding with the formation of a special assess-
ment district with four major landowners in North Costa Mesa to fund
construction of I-405 improvement projects; and

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Costa Mesa that funding estimated in the amount of $11,530,590 is canmitted
for the construction of the seven I-405 projects needed now to provide
acceptable traffic service levels through the City of Costa Mesa.
