A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA, CALIFORNIA, ANNEXING TERRITORY
DESIGNATED SYCAMORE PARK ANNEXATION TO THE CITY
OF COSTA MESA WITHOUT HEARING OR ELECTION.
WHEREAS, a proposal for Sycamore Park Annexation to the City of Costa
Mesa was approved on July 19, 1989, by the Local Agency Formation Conanis-
sion by Resolution No. 89-31, a copy of which is attached and made a part
hereof; and
WHEREAS, the City of Costa Mesa has been designated as the conducting
authority and has been authorized to initiate annexation proceedings with-
out notice and hearing, or election, or both, in accordance with Section
57002 of the Government Code of the State of California;
NOW, THEREFORE, BE IT RESOLVED that this City Council hereby approves
Sycamore Park Annexation to the City of Costa Mesa.
PASSED AND ADOPTED this 5th day of September, 1989.

RESOLUTION OF THE LOCAL AGENCY FORMATION COMMISSION
OF ORANGE COUNTY, CALIFORNIA
July 19, 1989
On motion of Commissioner Kanel duly seconded and carried, the
following resolution was adopted:
WHEREAS, a resolution for the proposed annexation designated Sycamore Park
Annexation to the City of Costa Mesa in the County of Orange was filed by landowner
petition, and accepted for filing June 27, 1989 by the Executive Officer of this
Local Agency Formation Commission pursuant to Part 3 of Title 5, Division 3,
commencing with Section 56000 et seq of the Government Code:
WHEREAS, the Executive Officer, pursuant to Government Code Section 56838
set July 19, 1989 as the hearing date of this proposal and gave the required notice
of hearing; and
WHEREAS, the Executive Officer, pursuant to Government Code Section 56833,
has reviewed this proposal and prepared a report including his recommendation
thereon, and has furnished a copy of this report to each person entitled to a copy;
and
WHEREAS, said proposal was accompanied by proof satisfactory to this
Commission that all owners of land within the territory proposed to be annexed have
given their signed consent to such annexation and determination; and
WHEREAS, this Commission called this proposal for public hearing on July
19, 1989, heard from the interested parties, considered the proposal and the report
of the Executive Officer, and considered the factors determined by the Commission to
be relevant to this proposal, including, but not limited to, factors specified in
Government Code Section 56841; and
WHEREAS, a negative declaration was prepared by LAFCO staff for the
proposed annexation in compliance with the California Environmental Quality Act of
1970.
NOW, THEREFORE, the Local Agency Formation Commission of the County of
Orange DOES HEREBY RESOLVE, DETERMINE and ORDER as follows:
Section 1. Subject. to the terms and conditions hereinafter specified,
said proposal is approved.
Section 2. The boundaries of the territory proposed to be annexed to the
City of Costa Mesa are specifically described in the legal
description attached hereto and by this reference made a part

hereof. Said territory is found to be uninhabited and is l
assigned the following short form designation: SYCAMORE PARK
ANNEXATION TO THE CITY OF COSTA MESA.
Section 3. This Commission so certifies it has considered and approved
the Negative Declaration prepared by LAFCO staff.
Section 4. The City of Costa Mesa is designated as the conducting y
authority and the legislative body thereof is hereby directed
to initiate annexation proceedings in compliance with this
resolution. i
Section 5 The City of Costa Mesa is authorized to annex said territory
without notice and hearing and without an election, pursuant
to Section 56837 of the Government Code.
Section 6. Ronald Amburgey, as applicant, shall be liable for and pay all
proper expenses incurred in conducting proceedings in
compliance with this resolution.
Section 7. The Executive Officer is hereby authorized and directed to
mail certified copies of this resolution in the manner as
provided in Section 56853 of the Government Code.

Annexation to the City of Costa Mesa
Being all of Tract No. 12568 and a portion of 21st Street
adjoining said Tract in the unincorporated territory of the
County of Orange, State of California, as shown on a map thereof
recorded in Book 609, pages 36-38, of Miscellaneous Maps, records
of Orange County, more particularly described as follows:
Beginning at an angle point in the existing boundary of the City
of Costa Mesa, said point being the southwesterly terminus of
that course described as "N400E 300.15 feet" in Kaiser No. 1
Annexation to said City; thence along the existing boundary of
said City as described in said Kaiser No. 1 Annexation
N40000'00"E 300.15 feet; thence continuing along said existing
boundary N50000'00"N 132.00 feet; thence departing said existing
boundary along the northwesterly line of said Tract No. 12568 and
its southwesterly prolongation S40000'13"W 330.20 feet to the
center line of 21st Street; thence along said centerline
S49059'58"E 132.00 feet to 'the intersection with the
southwesterly prolongation pf said course of the Kaiser No. 1
Annexation described as "N40 E 300.15 feet"; thence along said
prolongation N40000'00"E 30.00 to a point on the existing
boundary of said City and the point of beginning.
The above described parcel of land contains 1.0 acres.
Attached and made a part of is a map designated EXHIBIT "B".
