A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA., CALIFORNIA, SUPPORTING THE ADEQUACY
OF THE INITIAL STUDY/RMR0NH=AL DOCUMENT FOR
INTERSTATE 405 ACCESS AND WIDENING IMPROVEMENTS.
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE AS
FOLLOWS:
WHEREAS, the City of Costa Mesa initiated in April, 1986, a study of
the existing and future Interstate 405 (I-405) traffic service levels and
documented unacceptable freeway capacities and inadequate ramp capacities;
and
WHEREAS, the City developed and analyzed a broad range of alternative
improvement projects to provide acceptable traffic service levels for exist-
ing and future I-405 conditions; and
WHEREAS, extensive coordination with potentially affected interests,
CALTRANS, and the Federal Highway Administration (Fl*a) was accomplished
and resulted in the identification of seven projects that are needed now
and five projects that will be needed within the next five years; and
WHEREAS, a comprehensive environmental assessment (EA) was done to
document the impact of the 12 projects and appropriate mitigation measures;
and
WHEREAS, a 45 -day review period was provided for potentially affected
agencies and public comment, with an open house held by CALTRANS as part
of a Costa Mesa City Council meeting; and
WHEREAS, public cammtients were limited to consideration of historic
structures and sound attenuation; and
WHEREAS, the EA process did research the Archaeological and Historic
Resources Survey prepared by the City of Costa Mesa in 1978, the National.
Register of Historic Places, the California Inventory of Historic Resources,
California Historical Landmarks, and Archaeological Site Records of the
University of California at Ices Angeles; and sound attenuation studies were
reevaluated at two locations where the adequacy of existing sound walls was
questioned, and conclude that no additional mitigation measures are required
to meet Federal noise abatement criteria through post -20107 conditions;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Costa Mesa that the EA is determined to be adequate in addressing and miti-
gating all identified environmental impacts of necessary I-405 traffic
improvement projects, and that CALTRANS and FHWA are urged to provide
environmental clearance for these locally funded I-405 projects by the
scheduled date of December 15, 1989.
