HomeMy WebLinkAbout90-71 - Certifying EIR 1037, Revised, Bristol/Anton IntersectionRESOLUTION N0. 90-71 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, CERTIFYING AS COMPLETE AND ADEQUATE FINAL PROGRAM ENVIRONMENTAL DIPACT REPORT NO. 1037, REVISED ADDENDUM NO. 3 FOR THE BRISTOL STREET/ANION BOULEVARD INTERSECTION. THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE AS FOLLOWS: WHEREAS, Final Program Environmental Impact Report (EIR) No. 1037 (State Clearinghouse No. 87072917) provided environmental assessment for the North Costa Mesa Arterial Improvement Study, consisting of roadway improvements at 24 locations in North Costa Mesa; and WHEREAS, Addendum No. 1 to the Environmental Impact Report (EIR) provided additional environmental assessment to address minor technical changes and additions to the Study; and WHEREAS, Addendum No. 2 to the EIR provided additional alternatives and environmental assessment for the Fairview Road/Baker Street intersec- tion; and WHEREAS, revisions to Addendum No. 2 assessed the impacts of other alternatives; and WHEREAS, revised Addendum No. 3 provides additional alternatives to upgrade the Bristol Street/Anton Boulevard intersection; and WHEREAS, the Project initiated by the City of Costa Mesa consists of a General Plan Amendment to amend the Master Plan of Arterial Highways at the Bristol Street/Anton Boulevard intersection; and WHEREAS, revised Addendum No. 3 was prepared in accordance with the California Environmental Quality Act (CEQA), the State CEQA Guidelines, and the City of Costa Mesa environmental guidelines; and WHEREAS, the City of Costa Mesa Transportation Commission held a meet- ing to review Addendum No. 3 on July 18, 1990; and WHEREAS, the City of Costa Mesa Planning Commission conducted a public hearing on July 23, 1990, to review Addendum No. 3 and found that it con- siders all environmental impacts of the proposed General Plan Amendment, and is complete and adequate and fully complies with all requirements of CEQA and the CEQA Guidelines; and WHEREAS, the City of Costa Mesa City Council has reviewed all environ- mental documentation prepared to evaluate the proposed project, including all elements of the Final EIR, Addendum No. 3, revised Addendum No. 3, and the recommendations of the Transportation Commission and the Planning Commission; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Costa Mesa hereby certifies revised Addendum No. 3 to the Final Environ- mental Impact Report No. 1037 as complete and adequate in that it addresses all significant environmental effects of the proposed project and fully crmplies with the requirements of the California Environmental Quality Act and the State CEQA Guidelines. The above information shall be on file with the Planning Division, City of Costa Mesa, City Hall, 77 Fair Drive, Costa Mesa, California 92626. PASSED AND ADOPTED this 4th day of September, 1990.
