1)Approve a Sole Source Justification with Air Exchange, Inc., 1494-B East Francis Street,
Ontario, CA 91761 (Attachment 1) for the purchase and installation of Plymovent Vehicle
Exhaust System at Fire Stations 2,3,4,5 and 6.
2)Approve and authorize the City Manager and the City Clerk to execute a Professional
Services Agreement with Air Exchange, Inc. (Attachment 2) for the purchase and installation
of the Plymovent Vehicle Exhaust System for an amount not to exceed $249,000, effective
January 2, 2018 through complete installation and final acceptance by the City.
BACKGROUND:
In an effort to actively mitigate the health and safety issues related to diesel exhaust exposure to
our firefighters, city staff, and anyone visiting our fire stations, the Fire & Rescue Department and
the Public Services Department assessed the issue and determined that the Plymovent Vehicle
Exhaust System is the appropriate solution.
In 2016, the Public Services Department (i.e., Fleet Services) purchased and installed the city's
first Plymovent Exhaust System in the service bays of the Corporation Yard to facilitate the
removal of harmful particulates produced from vehicle exhaust. Air Exchange, Inc. was the
vendor utilized to complete this project.
In an effort to address the health and safety issues related to diesel exhaust exposure in the fire
stations and to ensure standardization and compatibility within city facilities, the Fire & Rescue
Department proposed this capital improvement project through the budget process for fiscal year
2017-2018. The project and funding source was approved in the current FY 17-18 Adopted
Capital Improvement Budget.
ANALYSIS:
According to the California Department of Health Services, long term exposure to diesel exhaust
particles pose the highest long term risk of any toxic air contaminant. Diesel exhaust, including
that produced by fire apparatus, is known to contain the following harmful toxins: nitrogen oxides,
