WHEREAS, the Assembly Committee on Governmental Organization is studying the broad problem of the present State provisions relating to the sale of alcoholic beverages; and WHEREAS, it is becoming increasingly evident that the present pro- visions, as presently administered, cannot possibly take into account many of the strictly local problems involved in licensing particular persons and locations; and WHEREAS, in the event of a revision of the laws relating to liquor control, it would be highly beneficial to local authorities to be permitted a greater role in the licensing aspects thereof; NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Costa Mesa hereby recommends to the Assembly Committee on Governmental Organ- ization that, in its deliberations and subsequent recommendations to the Assembly, it seriously consider the investing in local municipal authorities of a greater discretionary role upon the question of locations and persons to which and to whom licenses for the sale of alcoholic beverages shall be granted or transferred; and that local municipal authorities shall not be preempted from adopting and enforcing legislation augmenting or supplementing, as local needs appear, the State provisions.
