HomeMy WebLinkAbout67-61 - AB399 - Cigarette Taxes - SupportingRESOLUTION N0. 67-61 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MSA, CALIFORNIA, SUPPORTING ASSEMBLY BILL 399 AUTHORIZING GENERAL LAW CITIES TO LEVY AND COLLECT CIGARETTE TAXES. WHEREAS, increases in assessed valuations of property are not keeping pace with increased costs of government and increasing requirements for local services; and WHEREAS, in order to relieve the already overburdened property taxpayer, additional sources of revenue must be made available to cities; and WHEREAS, thirty chartered cities in the State of California levy and collect a cigarette tax, and these cities represent a majority of the State's population; and WHEREAS, failure to adopt legislation permitting the levy and collection of a cigarette tax in General Law Cities would constitute discrimination against these cities; and WHEREAS, a cigarette tax would provide revenue equivalent to substantial increases in assessed valuation subject to property tax in these cities; NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Costa Mesa, that the Legislature of the State of California be, and it is hereby urged to enact legislation granting to General Law Cities the right to levy and collect cigarette taxes according to their needs; and BE IT FURTHER RESOLVED, that this Council hereby supports and urges the passage of Assembly Bill 399 granting such authority to General Law Cities.
