A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA
URGING THE DEFEAT OF SENATE BILL 876 AMENDING AND WEAKENING
THE NEIGHBORHOOD PARK DEDICATION LAW.
WHEREAS, Senate Bill 876 proposes to drastically change and weaken the
1965 legislation authorizing cities and counties to enact ordinances requiring
the dedication of land or the payment of fees, or a combination of both, by
subdividers, for neighborhood park and recreation facilities to serve new sub-
divisions; and
WHEREAS, the City of Costa Mesa has enacted an ordinance as provided by
the 1965 legislation, and such ordinance is now and has been in full force and
effect; and
WHEREAS, Senate Bill 876 would make the 1965 requirements and the ordin-
ance of the City of Costa Mesa meaningless; and
WHEREAS, the provisions of Senate Bill 876 would increase the cost to
cities of providing necessary park and recreation facilities for new subdivisions
to a point where the development of such needed facilities would be unduly
expensive and seriously restricted;
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Costa
Mesa that Senate Bill 876 be, and the same is hereby strongly opposed in the
best interests of the cities and counties of the State of California; and
BE IT FURTHER RESOLVED, that the representatives of the City of Costa Mesa
in the State Legislature are hereby urged and requested to oppose the passage of
said Senate Bill 876.
