HomeMy WebLinkAbout68-10 - Relating to Orange County Harbor DistrictRESOLUTION N0. 68-10 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, RELATING TO ORANGE COUNTY HARBOR DISTRICT AND MAKING RECOMMENDATIONS WITH RESPECT TO ITS FURTHER ORGANIZA- TIONAL FUNCTION IN ORANGE COUNTY GOVERNMENT. THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA DOES HEREBY RESOLVE AS FOLLOWS: WHEREAS, the Orange County Harbor District has for some time been a county- wide assessment district organized and existing for the purpose of harbor development under Section 5800, et seq, of the Harbor and Navigation Code; and WHEREAS, the passage of time and the growth of Orange County, including population shifts, population increases, and expansion of ci Lies, and the general growth of Southern California warrant a re-evaluation of the policies of the Orange County Harbor District relating to improvements, maintenance, policing, and the general provisions for the health, safety, and welfare of affected cities and citizens; and WHEREAS, the California League of Cities, being an organization of cities within the State of California, has formally taken action and recommended that the Orange County Harbor District be dissolved in an orderly manner; and WHEREAS, Assembly Bill No. 1126 has been introduced by Assemblyman Briggs in the State Legislature, providing for the dissolution of the Orange County Harbor District; and WHEREAS, the City of Costa Mesa desires to set forth its position in relation to said Harbor District; NOW, THEREFORE, BE IT RESOLVED that the City of Costa Mesa does hereby stand for the orderly dissolution of said district in the manner as proposed officially by the Orange County Chapter of the California League of Cities. BE IT FURTHER RESOLVED that the City Council of the City of Costa Mesa will support and sustain Assembly Bill No. 1126, introduced by Assemblyman Briggs, relating to the Orange County Harbor District, providing said legis- lation will make provisions for the orderly phase-out of said district in keeping with the policy of this City and the California League of Cities. BE IT FINALLY RESOLVED that a copy of this resolution be forwarded to the Orange County Board of Supervisors, the representatives of the Congressional District within which the City of Costa Mesa lies, and to Assemblyman Briggs, sponsor of Assembly Bill No. 1126.
