A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA
URGING SUPPORT FOR ASSEMBLY BILL 1014 AUTHORIZING SADDLEBACK
JUNIOR COLLEGE DISTRICT TO INTER INTO AN AGREEPENT WITH
EXISTING JUNIOR COLLEGE DISTRICTS FOR THE EDUCATION OF
STUDENTS THEY CANNOT ACCOMODATE.
WHEREAS, Saddleback Junior College District was voted into existence in
1967 to become active on July 1, 1968, and at the time of formation, residents
in the district were told that the college would start in September, 1968, with
approximately 2,000 students; and
WHEREAS, Saddleback Junior College District now intends to start with 500
students and force existing junior college districts to educate the balance with-
out payment of the $300.00 rental fee per student for facilities and equipment;
and
WHEREAS, most of the students who will be sent to existing junior colleges
will be those in occupational programs which tend to be high capital costs (for
instance, the cost of training a data-processing student is $1200.00 as opposed
to an average cost of $600.00); and
WHEREAS, under the present law the district providing the education will
only be able to charge for the average cost, with no rental fee as is charged
currently in other districts, and Saddleback Junior College can continue to
operate in this fashion for three years; and
WHEREAS, this Council deems it unjust and unfair that the taxpayers of
the Orange Coast Junior College District should be compelled to pay the major
share of the cost of educating residents of the Saddleback District;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Costa
Mesa that Assembly Bill 1014, which would permit Saddleback Junior College Dis-
trict to enter into agreement with existing junior college districts for the
education of students that they cannot accommodate, and pay in addition to the
average cost of current operation an amount not to exceed $300.00 per average
daily attendance for rent of facilities and equipment, be and the same is hereby
unanimously supported; and
BE IT FURTHER RESOLVED, that the representatives of the Orange Coast Junior
College District area in the State Legislature are hereby urged to make every
effort to secure the passage of Assembly Bill 1014.
PASSED AND ADOPTED this lst day of April, 1968.
