A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA
URGING THE UNITED STATES CONFERENCE OF MAYORS TO SUPPORT THE
RESEARCH AND DESIGN OF A NATIONALLY APPLICABLE COMPUTERIZED
INFORMATION SYSTEM FOR CITIES.
WHEREAS, there is presently in progress a research and design project at
the University of Southern California with the objective of establishing a com-
plete municipal information system which could be used by any city having
access to an electronic computer; and
WHEREAS, the current stage of completion, jointly financed by the City of
Burbank, the City of Southgate, the Honeywell Corporation, and the Federal Office
of Civil Defense, and designated as Phase I, covers only the conceptualized
system; and
WHEREAS, Phase II, which would consist of the necessary detailed system
flow charts and the computer program, is estimated to cost $3,000,000.00, and
has not been started because of lack of funds; and
WHEREAS, Dr. William H. Mitchel, in charge of the project, has contacted
the Department of Housing and Urban Development and has found a total lack of
interest in the information needs and information problems of cities; and
WHEREAS, the increasing complexity of modern life creates data problems
that go beyond the ability of cities to attack them with manual methods; and
WHEREAS, the creation of this information gathering and processing system,
based upon the utilization of the electronic computer, is vital and necessary to
the preservation of local government in our nation; and
WHEREAS, experts in the field of data processing have declared that cities
must either automate or die --and time is running short, as evidenced by the lack
of needed and up-to-date information in last summer's riots; and
WHEREAS, it is essential to the continuance and survival of the entire
democratic system that local government be preserved and strengthened, and this
can only be done by keeping pace with the use and development of electronic
data processing;
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Costa
Mesa, that the United States Conference of Mayors be, and it is hereby urged to
make every effort to secure the drastically needed financial support for this
research and design project --an amount which represents but a small fraction of
the sums being invested in electronic computer research; and
BE IT FURTHER RESOLVED that the City Clerk is hereby directed to transmit
a certified copy of this Resolution to the Executive Director of the United
States Conference of Mayors with a request that it be placed upon the Agenda
for the coming conference.
