A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA,
CALIFORNIA, URGING SUPPORT OF ASSEMBLY BILLS 16o4 AND 1474
EXEMPTING NON-PROFIT CORPORATION FINANCED PUBLIC FACILITIES
FROM TAXATION.
WHEREAS, non-profit corporation financing on the lease -purchase plan
has made possible the construction of many outstanding public facilities in
California; and
WHEREAS, the City of Costa Mesa has been enabled to provide its citi-
zens with a needed City Administration Building, Police Facility, Fire
Station, and Municipal Golf Course through non-profit corporation funding;
and
WHEREAS, an attempt is now being made to assess such non-profit cor-
porations, and the burden of such taxation would fall directly upon the City
under the terms of the lease -purchase agreements; and
WHEREAS, this Council believes such assessment is an unjustified and
crippling deterrent to the development and construction of necessary public
facilities throughout the State; and
WHEREAS, Assembly Bills 1604 and 1474 would provide protection and exemp-
tion from taxation of public facilities by declaring such non-profit corporations
to be charitable agencies;
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Costa
Mesa, that every effort should be made to secure the adoption of said Assembly
Bills 1604 and 1474 by the State Legislature; and
BE IT FURTHER RESOLVED, that certified copies of this Resolution are
hereby directed to be transmitted to the legislators from this area and the
sponsors of the Assembly Bills.
