A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA,
CALIFORNIA, RELATING TO THE REALIGNMENT OF THE NEWPORT FREEWAY
FROM BAY STREET ON THE NORTH TO THE ADOPTED ROUTE 1 ON THE
SOUTH, EXPRESSING NO OBJECTION TO THE REOPENING OF HEARINGS
ON SAID ROUTE, AND URGING THE ADOPTION OF PIAN 114-D" AS THE
PROPOSED INTERCHANGE IN THE EVENT OF A REALIGNMENT OF THE
NEWPORT FREEWAY DOWN SUPERIOR AVENUE AND MAKING OTHER PROVI-
SIONS -IN CONNECTION THEREWITH.
THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, DOES HEREBY RESOLVE
AS FOLLOWS:
THAT WHEREAS, on May 17, 1967, the City of Newport Beach requested that the
State Highway Commission make a study of a realignment of the Newport Freeway in
order to preserve Newport Boulevard as a local arterial connection between the
cities of Newport Beach and Costa Mesa, said study to be along Superior Avenue;
and
WHEREAS, the State Highway Commission did on the aforesaid date, by motion
duly seconded and passed, authorize the staff to undertake the restudy of the end
of Route 55 along Superior Avenue, and to report back to the Commission; and
WHEREAS, said study was in fact made by the staff of the State Highway
Commission and completed on May 1, 1968; and
WHEREAS, subsequent to May 1, 1968 until this date the cities of Costa Mesa
and Newport Beach, through their respective City Council committees duly
appointed and acting, have met on numerous occasions to discuss the engineering
study and data made available to them by the staff of the State Highway Commission;
and
WHEREAS, said meetings have culminated in a meeting on October 2, 1968,
before the District Engineer of Division 7 in Los Angeles and other public
officials and the aforesaid City Council committees, at which said time the
committees were informed of the necessity of action on their part at an early
date with the results of said action to be in the hands of Division 7 by October
15, 1968 for consideration on the November 15, 1968, State Highway Commission
agenda.
NOW, THEREFORE, BE IT RESOLVED that the City of Costa Mesa has no objection
to the reopening of public hearings on a realignment of the Newport Freeway
within the limits established in the engineering study made by the staff of the
State Highway Commission providing that if said hearings are reopened and route
change down Superior Avenue is made by the State Highway Commission that the
interchange follow plan "4-D" as submitted by the staff of the State Highway
Commission and the City of Costa Mesa, by this resolution, strongly urges and
endorses the adoption of plan "4-D" in that event.
BE IT FURTHER RESOLVED that the City of Costa Mesa desires to maintain the
arterial connections along the now existing Newport Boulevard between the cities
of Costa Mesa and Newport Beach, it being the desire of the City of Costa Mesa
to maintain and improve traffic service between the City of Costa Mesa and
the City of Newport Beach.
