RESOLUTION No. 68-71
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA,
CALIFORNIA, OF INTENTION TO ANNEX TO SAID CITY A CERTAIN
UNINHABITED AREA DESIGNATED AS "COUNTRY CLUB ANTEXATION NO. 2"
AND
NOTICE OF THE PROPOSED ANNEXATION OF TERRITORY TO THE COSTA
MESA RECREATION AND PARK DISTRICT IN ORANGE COUNTY.
WHEREAS, there is situated outside of and contiguous to the City of Costa
Mesa a certain uninhabited area as hereinafter more particularly described; and
WHEREAS, it would be for the best interest of the City of Costa Mesa to
annex the said hereinafter described property and the City Council does there-
fore initiate this annexation; and
WHEREAS, the area referred to is also outside of and contiguous to the
Costa Mesa Recreation and Park District; and
WHEREAS, the City Council of the City of Costa Mesa, as supervising
authority of said District, finds and determines that said territory should be
annexed to the existing Costa Mesa Recreation and Park District; and
WHEREAS, the report of the Surveyor's Office has been secured and reported
upon by said Surveyor's Office with respect to the definiteness and certainty
of the proposed boundaries; and
WHEREAS, said proposed annexation has been submitted to the Local Agency
Formation Commission of Orange County for review, and said Commission has found
and determined its approval thereof;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Costa
Mesa to annex to the City of Costa Mean the said real property as hereinafter
described, which said real property is contiguous to the present boundaries of
the City of Costa Mesa and which property is at the present time uninhabited;
and
THEREFORE, BE IT RESOLVED FURTHER, by the City Council of the City of Costa
Mesa as the supervising authority of the Costa Mesa Recreation and Park District,
to annex to the existing Costa Mesa Recreation and Park District the said real
property as hereinafter described, which said real property is contiguous to
the existing Costa Mesa Recreation and Park District.
NOTICE IS HEREBY GIVEN that it is proposed by the City of Costa Mesa to
annex to said City the herein described real property and to the Costa Mesa
Recreation and Park District, which said real property shall be known in these
proceedings as the "COUNTRY CLUB NO. 2 ANNEXATION" to the City of Costa Mesa
and the Costa Mesa Recreation and Park District.
The specific description of the boundaries of the territory proposed to
be annexed to the City of Costa Mesa and the Costa Mesa Recreation and Park
District is as follows:
A parcel of land lying within Lot 3, Tract No. 456, recorded in Book 17,
Page 9 of Miscellaneous Maps, records of Orange County, California, and
a portion of Lot 142, Block 6, and Lot 149, Block 5 of Irvine's Sub-
division as shown on a map thereof, recorded in Book 1, Page 88, of
Miscellaneous Maps, records of said Orange County, State of California,
more particularly described as follows:
■L Beginning at an angle point in the existing boundary of the City of Costa
Mesa, as said boundary is described in the Paularino No. 12 Annexation
to said City, Ordinance Nc. 66-55, adopted January 3, 1967, said angle
point being the intersection of the centerline of Red Hill Avenue, 100
feet in width, as granted to the County of Orange by deed recorded in
Book 7148, Page 205 of official records, with the centerline of Palisades
Road, 60 feet in width, as granted to said Orange County by deed recorded

in Book 294, Page 272 of Book of Deeds; thence departing from said exist-
ing boundaries, South 400 37' 52" West, along the centerline of Santa Ana
Avenue as shown on an Orange County Flood Control District Right of Way
Map, Drawing No. FO1-2, a distance of 462.13 feet, to the northeasterly
right of way line of the Santa Ana -Delhi Channel, as shown on said draw-
ing; thence continuing along the northeasterly right of way line of said
Santa Ana -Delhi Channel North 390 29' 38" West, 898.31 feet, to the
beginning of a tangent curve, concave northeasterly, having a radius of
100.00 feet; thence northwesterly and northerly along said curve through
a central angle of 530 17' 00", an arc distance of 93.00 feet; thence
departing from said right of way line North 760 12' 38" West, 105-00
feet, to the westerly right of way line of said Santa Ana -Delhi Channel,
as said right of way line is described in a deed to the Orange County
Flood Control District, recorded March 28, 1960, in Book 5166, Page 135
of official records of said Orange County; thence South 130 47' 22" West,
along said westerly right of way line, 68.48 feet, to the southwesterly
line of Lot 3 of previously mentioned Tract No. 456; thence North
330 37' 46" West, along said southwesterly line, 536.07 feet, to a
point, said point being South 330 37' 46" East, along said southwesterly
line, 805.14 feet, from the most westerly corner of Lot 3 of said Tract
No. 456; thence departing from said southwesterly line, North 400 38' 091,
East, parallel with the northwesterly line of said Lot 3, 373.22 feet,
to the centerline of Palisades Road, 80 feet in width, as granted to
said County of Orange, by deed recorded in Book 2352, Pages 389 and 393,
inclusive, of official records, said centerline being the existing
boundary of the previously mentioned Paularino No. 12 Annexation to the
City of Costa Mesa; thence South 410 53' 26" East, along said centerline
and said existing boundary, 1,060.06 feet, to the beginning of a tangent
curve, concave northeasterly, having a radius of 2,000.00 feet; thence
southeasterly along said curve through a central angle of 70 28' 30" an
arc distance of 260.93 feet; thence South 480 21' 56" East, 224.39 feet,
to the point of beginning.
FURTHER NOTICE IS HEREBY GIVEN that on the 2nd day of December, 1966, at
the hour of 7:30 o'clock p.m., or as soon thereafter as it may be heard, in
the Council Chamber at the City Hall in the City of Costa Mesa, 77 Fair Drive,
Costa Mesa, California, hearings will be held at which hearings the City
Council shall hear and pass upon all written protests to the annexation to
the City filed at any time before said hour set for said hearings by any
person owning real property within the territory so proposed to be annexed to
said City and at any time before the said hour set for said hearings any owner
of the property within the territory proposed to be annexed may file a written
protest against the annexation to said City. The protest shall set forth the
name of the owner of the property affected and give a description of the
property in general terms.
NOTICE IS HEREBY FURTHER GIVEN that unless more than one (1) percent of
the total number of voters living within the territory proposed to be annexed
to the Costa Mesa Recreation and Park District have, at or prior to said hear-
ing, filed written objections to said annexation, the question of annexation
shall not be submitted to the voters at an election. At the time and place
fixed for said hearing the City Council shall hear any person objecting to said
annexation.
The City Clerk of the City of Costa Mesa is hereby directed and authorized
to cause a copy of this Resolution and Notice to be published once a week for
two successive weeks prior to said hearing in the ORANGE COAST DAILY PILOT, a
newspaper of general circulation printed and published in the City of Costa
Mesa, and in the NEWPORT HARBOR ENSIGN, a newspaper of general circulation
printed and published in the County of Orange outside the City of Costa Mesa.
