A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA
OPPOSING THE PROPOSED CUTBACK IN THE USE OF HIGHWAY TRUST
FUNDS FOR HIGHWAY PROJECTS AND SUGGESTING THAT THE CUTBACKS
BE MADE IN OTHER AREAS OF FEDERAL SPENDING.
WHEREAS, the Congress directed in its last budget session that there
should be a six billion dollar cut in federal spending; and
WHEREAS, the President determined that there should be cuts in the Highway
Trust Fund as part of this six billion dollar reduction; and
WHEREAS, these cuts will seriously hamper the highway program of the State
of California by substantially reducing the number of highway projects that can
be completed this year; and
WHEREAS, this will amount to a reduction of some one hundred fifty million
dollars in projects that already have been approved and planned; and
WHEREAS, the Division of Highways estimates that the satisfactory comple-
tion of these already authorized projects would bring about a projected reduction
of two hundred and seventy traffic accidents and four fatal accidents; and
WHEREAS, the Highway Trust Fund presently has a surplus of more than one
billion dollars and funds earmarked for specific projects will not be allocated
to cities because of the cutback; and
WHEREAS, the reduction of this construction activity will impair the
building economy of this State as well as retard the State's overall growth;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Costa
Mesa, California, opposes the proposed cutback in Highway Trust Funds and sug-
gests that these cutbacks should be made in other areas of federal spending; and
BE IT FURTHER RESOLVED that copies of this Resolution shall be sent to the
National League of Cities, our representatives in Congress, and the President
of the United States.
