RESOLUTION NO. 69-90
RESOLUTION OF THE COUNCIL OF THE CITY OF COSTA MESA
REQUESTING THE COUNTY OF ORANGE TO INCLUDE WITHIN THE ARTERIAL
HIGHWAY FINANCING PROGRAM THE DEVELOPMENT OF SANTA ANA AVENUE
AND RED HILL AVENUE.
WHEREAS, the City of Costa Mesa and the County of Orange desire to
improve Red Hill Avenue from Mesa Drive to 1300} Feet North of Palisades
Road; and
WHEREAS, Santa Ana Avenue and Red Hill Avenue are important
arteries in the County of Orange of general County interest; and
WHEREAS, Article 2 and Article 3, Chapter 9, Division 2 of the
Streets and Highways Code authorizes a county, if it so desires, to
expend funds apportioned to it out of the California Highway Users Tax
Fund for aid to any City in the improvement, construction or repair of
a street within a City; and
WHEREAS, the Board of Supervisors intends to, by appropriate
action, provide in the County budget of the Special Road Improvement
Fund for the Fiscal Year 1970-1971 a sum of money for the improvement
of streets within the incorporated cities of the County in accordance
with the Orange County Arterial Highway Financing Program.
NOW, THEREFORE, BE IT RESOLVED, that the Council of the City of
Costa Mesa hereby requests the Board of Supervisors of the County of
Orange to allocate to said City from County Funds the amount of $16,000.00,
said amount to be matched by funds from said City, to be used to aid
said City in the improvements of Red Hill Avenue from Mesa Drive to 1300+
Feet north of Palisades Road; said improvements to be in accordance
with the attached project statement;
BE IT FURTHER RESOLVED that the Board of Supervisors of the County
of Orange is hereby requested to find that said work on Red Hill Avenue
from Mesa Drive to 1300+ Feet North of Palisades Road, in the manner
provided, is in the general county interest.
BE IT FURTHER WSOLVED, that by this Resolution, the City of Costa
Mesa agrees with the basic concepts of the Arterial Highway Financing
Program; and further agrees that its share of the cost of improvements
will be available for the fiscal year 1970-1971.
PASSED AND ADOPTED this 16th day of December, 1969.
