HomeMy WebLinkAbout70-17 - Urging Legislation for Dual Grand Jury SystemRESOLUTION NO. 70-17 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, URGING ENABLING LEGISLATION TO PERMIT THE ESTABLISHMENT OF A DUAL GRAND JURY SYSTEM IN ORANGE COUNTY. WHEREAS, the rapid and continuing growth of the County of Orange and the concurrent increase in extent and complexity of its govern- 1 mental organization have imposed a workload too great for one Grand Jury to carry efficiently; and WHEREAS, in many States the designation of one Grand Jury to handle criminal cases and a second Grand Jury to audit and review the operations of government, has proved a practical and successful solu- tion to the problem; and WHEREAS, continuation of the single Grand Jury system in Orange County can only result in increased and burdenaome overload of work and consequent lessening of efficiency; and WHEREAS, any further increase in the number of hours of duty required of Grand Jury members will greatly narrow the field from which membership may be drawn and defeat the objective of the Grand Jury as representative of a cross-section of the people; NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Costa Mesa that the Legislature of the State of California be, and it is hereby urged to introduce and adopt enabling legislation to divide the functions of the Grand Jury in Orange County as follows: 1. A Criminal Grand Jury, designated for the handling of criminal investigation and the return of indictments as required by law. 2. A Civil Grand Jury assigned to conduct the mandatory auditing and review of the operation of governmental agencies in Orange County. BE IT FURTHER RESOLVED, that certified copies of this Resolution shall be transmitted to the representatives of the County of Orange in the State Legislature.
