RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA,
CALIFORNIA, ACKNOWLEDGING THAT SAID CITY WISHES TO PARTICIPATE
IN THE TOPICS PROGRAM IN ORDER THAT ITS OBLIGATION TO THE
MOTORING PUBLIC AT LARGE MAY MORE QUICKLY BE FULFILLED.
WHEREAS, the City of Costa Mesa is in accord with the concept of
providing improvements which will increase roadway capacity and reduce
accident potential in urban areas; and
WHEREAS, the City of Costa Mesa is indeed a part of a major urban area
which includes all of Orange County; and
WHEREAS, the City of Costa Mesa, with a population of 75,000, is aware
of its vast responsibility to the members of both its resident and transient -"
users of City maintained roadways; and
WHEREAS, the City of Costa Mesa is cognizant of the fact that limited
availability of funds necessitates that some improvements must be scheduled
for construction later than the need for such construction would dictate; and
WHEREAS, the City is also desirous of developing an evaluation methodology
for ranking alternatives by effectiveness and priority so that the greatest
value will be realized for the money spent for improvements;
NOW, THEREFORE, BE IT RESOLVED, THAT THE CITY OF COSTA MESA does at this
time wish to participate in the Traffic Operation Program for Increasing Capacity
and Safety, TOPICS, Program in order that it may more quickly fulfill its
obligation to the motoring public at large.
NOW, THEREFORE, BE IT FURTHER RESOLVED, that the City does also acknowledge
the following:
1. That the City does formally request the Bureau of Public Roads to
approve our application for a TOPICS area -wide plan and study report with the
understanding that said report is merely the beginning of a 'continuing
comprehensive transportation planning process."
2. The City agrees to comply with the requirements of PPM21-18 and
revisions thereof.
3. The agreement between Stanford Research Institute and the City will
become effective only if the application is approved by the Bureau of Public
Roads and the Mayor and City Clerk are authorized to sign the agreement for
the City once the application is approved and funds authorized.
4. The City Council is in agreement with the Primary Type II Federal -Aid
System as previously established, and it is hereby understood that priority
projects fundable under the TOPICS Program will be constructed by the City.
The availability of TOPICS funds will expedite these projects, thereby reducing
congestion and eliminating accidents.
BE IT FURTHER RESOLVED, that it is understood that the City Engineer will
be responsible for theproject and the Traffic Engineer will be TOPICS Project
Director, and the City Engineer and Traffic Engineer are both registered as
Professional Engineers in the State of California.
PASSED AND ADOPTED, this 2nd day of March, 1970.
