RESOLUTION NO. 70-39
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA,
CALIFORNIA, URGING THE PASSAGE OF PROPOSED FEDERAL REVENUE
SHARING STATUTE.
WHEREAS, heretofore all income tax monies paid into the United States
Treasury by citizens of these United States have been allocated for expenditure
by the Federal Congress only; and
WHEREAS, there has been legislation introduced in Congress which will
provide for the return of a portion of said monies to local governmental
agencies for their allocation and expenditure, which said legislation is
termed Federal Revenue Sharing with allocated amounts to pass through the
states to individual counties and cities; and
WHEREAS, Senators Edmund Muskie of Maine and Charles Goodell of New York
introduced the Intergovernmental Revenue Act of 1969, and a bill drafted by
President Nixon's Administration has been sent forward to Capitol Hill under
the sponsorship of Senator Howard Baker of Tennessee and Representative
Jackson Betts of Ohio; and
WHEREAS, cities are urgently looking to revenue sharing for much needed
significant financial relief from fiscal overburden; and
WHEREAS, this Council believes that Federal Revenue Sharing is one of
the most important pieces of pending legislation before Congress; and
NOW, THEREFORE BE IT RESOLVED, that this Council urges its Congressmen
to give top priority to obtaining early hearings before the House Ways and
Means Committee and the Senate Finance Committee in order to meet the goal
of enactment of legislation by the end of the year; and
BE IT FURTHER RESOLVED, that an executed copy of this Resolution be
sent to Chairman of Ways and Means Wilbur Mills and the Senate Finance
Committee.
