RESOLUTION NO. 70-40
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE COSTA MESA
RECREATION AND PARK DISTRICT, ORANGE COUNTY, CALIFORNIA, TO
THE LOCAL AGENCY FORMATION COMMISSION FOR THE ANNEXATION OF
TERRITORY. KNOWN AS "WHITTIER HEIGHTS ANNEXATION."
THE BOARD OF DIRECTORS OF THE COSTA MESA PARK AND RECREATION DISTRICT,
DOES HEREBY RESOLVE AS FOLLOWS:
(a) That the Local Agency Formation Commission did on the 14th day of
January, 1970, present the legal description of the proposed annexation
Whittier Heights Annexation to the County Surveyor for checking and the same
having been found reasonably definite and certain; and
(b) That the Board of Directors of the Costa Mesa Recreation and Park
District does hereby find and determine:
1. That the property proposed to be annexed to the Costa Mesa Recreation
and Park District is uninhabited, is contiguous to the boundaries of the City
of Costa Mesa.
2. That the territory to be annexed is designated as Whittier Heights
Annexation and the legal description of the property is as follows:
Beginning at a point in the existing boundary of the City of Costa Mesa,
as said boundary is described in Mesa No. 2 Annexation to the City of
Costa Mesa, adopted December 3, 1956, Ordinance No. 149, said point
being a point in the northerly boundary of said Mesa No. 2 Annexation,
said point being distant South 0° 18' West, 330.00 feet from the center
line of 19th Street, said point also being the southeasterly corner of
Lot 1201, First Addition to Newport Mesa Tract, as shown on a map thereof,
recorded in book 8, page 61 of Miscellaneous Maps, records of Orange
County, California; thence South 890 42' West, along said existing
boundary and the southerly line of Lot 1201, 630 ;00 feet, to the south-
westerly corner of said Lot 1201; thence North 0°18' East," along said
existing boundary and the westerly line of said Lot 1201, 300.00 feet
to the southerly line of 19th Street, as shown on said map of First
Addition to Newport Mesa Tract; thence South 890 42' West, along said
southerly line of 19th Street and said existing boundary, 270.44 feet
to the northwesterly corner of Lot 1301 of said First Addition to Newport
Mesa Tract, said northwesterly corner being a point in the existing
boundary of the City of Newport Beach; thence North 190 16' East,
departing from said existing boundary of the City of Costa Mesa, along
the northwesterly line of said First Addition to Newport Mesa Tract,
31.72 feet to a point in the northerly line of said First Addition to
Newport Mesa Tract; thence North 890 42' East, along said northerly
line, 590.13 feet; thence North Oo 18' East 30.00 feet to a point in
the existing boundary of the City of Costa Mesa, as described in Republic
No. 1 Annexation to said City, adopted March 15, 1954, Ordinance No. 38,
said point being in a line, parallel with and 30.00 feet northerly,
measured at right angles, of the northerly line of said First Addition
to Newport Mesa Tract; thence North 890 42' East, along said parallel
line and said existing boundary, 330.00 feet to its intersection with
the northerly prolongation of the center line of Whittier Avenue as
shown on said map of First Addition to Newport Mesa Tract; thence South
0° 18' West, along said existing boundary said prolongation, and said
center line of Whittier Avenue, 60.00 feet to a point in a line lying
parallel with and 30.00 feet southerly, measured at right angles, of
the northerly line of said First Addition to Newport Mesa Tract, said
point also being an angle point in the existing boundary of the City
of Costa Mesa, as said boundary is described in Mesa No. 1 Annexation
to said City, adopted June 4, 1956, Ordinance No. 129; thence South
890 42' West, along said existing boundary and said parallel line, 30.00
feet to a point in the northerly prolongation of the westerly line of said
Whittier Avenue; thence South 0° 18' West, along said northerly pro-
longation said westerly line of Whittier Avenue, and said existing
boundary of the City of Costa Mesa, 300.00 feet to the point of beginning.
3. That the reason for the proposed annexation is that the territory
is ready for development and that parks and recreation services are necessary
for the protection of health, safety and welfare of the developers and that
the City of Costa Mesa Recreation and Park District is the agency most
feasible to provide said facilities to said area.
4. That there are no special terms or conditions to the proposed
annexation.
5. That attached hereto and made a part of this resolution as Exhibit
"A" is a map of the territory proposed to be annexed.
6. That all notices with respect to hearings should be mailed to the
following persons:
A. R. McKenzie, City Manager, 77 Fair Drive, Costa Mesa, California.
Roy E. June, City Attorney, 1500 Adams, Suite 206, Costa Mesa, California.
Don Stevens, City of Costa Mesa Engineer, 116 East 18th Street, Costa Mesa,
California.
PASSED AND ADOPTED this 6th day of April, 1970.

passed and adopted by the City Council of the City of Costa Mesa at a regular
meeting thereof held on the 6th day of April, 1970.
