RESOLUTION NO. 70-55
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA,
CALIFORNIA, URGING THE DEPARTMENT OF PUBLIC WORKS OF THE
STATE OF CALIFORNIA, DIVISION OF HIGHWAYS TO C0114ENCE
CONSTRUCTION AT THE EARLIEST POSSIBLE DATE ON THE NEWPORT
BEACH FREEWAY FROM PALISADES AVENUE TO THE PACIFIC COAST
HIGHWAY.
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE
AS FOLLOWS:
THAT WHEREAS, the City of Costa Mesa has undertaken a community
redevelopment study preliminary to undertaking a redevelopment of its
older business section in the City of Costa Mesa also known as the
"Downtown Area"; and
WHEREAS, said study is being conducted with the aim to taking
advantage of Division 24, Part 1, Sections 33000 through and including
33673 of the Health and Safety Code of the State of California, popularly
known as the "Community Redevelopment Law"; and
WHEREAS, the City of Costa Mesa has committed itself by contract
for the initial expenditure of $50,000.00 for said study which said sum
cannot be recouped unless and until a redevelopment project is undertaken;
and
WHEREAS, the proposed study and redevelopment area encompasses an
area to be bisected by the Newport Beach Freeway routing as the same was
revised from Bay Street through Costa Mesa, down Superior Avenue to the
Coast Highway; and
WHEREAS, the redevelopment plan, its theme, priorities of property
acquisition, zoning, traffic circulation, street planning and construction,
and all business relocations as to be determined by the plan and the project
are all interdependent upon the Newport Beach Freeway routing; and
WHEREAS, the entire community redevelopment plan and projects to be
developed thereunder, to be practical and economically accomplished must
be closely coordinated with the construction of the Newport Beach Freeway
within said community redevelopment area; and
WHEREAS, under said community redevelopment plan, the consultants have
completed the preliminary general plan and will have the final general
plan completed by July 1, 1970, being about 1/3 completed in their full
study; and
WHEREAS, the entire city will be affected by the proposed community
redevelopment project in Costa Mesa, including those areas outside the
established development area, including but not necessarily limited to
major revisions in the City master plan, major revisions in the City
master plan of parks and playgrounds, major revisions in the City master
plan of streets and highways; and
WHEREAS, the City Government of the City of Costa Mesa has a strong
legal and moral obligation to its citizens, its land owners, its
businessmen and all other interested persons to urge the continued free
enterprise development of all of Costa Mesa in order to avoid economic
stagnation and blited areas; and
WHEREAS, the immediate construction of the Newport Beach Freeway
for the section mentioned heretofore is absolutely essential to continued
economic progress and development within this city; and
WHEREAS, increased traffic generated by the widening of the
Newport Beach Freeway from the Santa Ana Freeway to Palisades Avenue
and the further increased traffic from the San Diego Freeway, the
Riverside Freeway and the Santa Ana Freeway have caused and will cause
completely unmanageable traffic conditions unless the Newport Beach
Freeway is constructed forthwith to act as a conduit for the flow of
said traffic through the City of Costa Mesa and particularly through
its community redevelopment area; and
WHEREAS, the Newport Beach Freeway Route was adopted and finalized

in 1946 and for 24 years has been undeveloped and virtually ignored and
now it must be immediately considered.

NOW, THEREFORE, BE IT RESOLVED that the Department of Public Works
for the State of California, Division of Highways, be strongly urged
to revise priorities in order to place the construction of the Newport
Freeway from Palisades Avenue to Highway 101 at the top of its job
list; that all necessary right of way be obtained at the earliest
possible date; that construction plans be immediately finalized and that
construction begin immediately thereafter.
BE IT FURTHER RESOLVED that a certified copy of this resolution be
forwarded to the Department of Public Works, Division of Highways,
Chairman of the California Highway Commission, to the State Highway
Engineer, to each of the Assemblymen and Senators representing the citizens
of the City of Costa Mesa in Sacramento, to the Director of Division 7
in Los Angeles, and to such other persons as the City Council may
determine in open meeting at the time of action upon this resolution.
BE IT FINALLY RESOLVED that the staff of the City of Costa Mesa be
directed and authorized to take whatever steps are available within the
policy established by the City Council to further the action expressed
by this resolution.
