HomeMy WebLinkAbout70-49 - Making Application to LAFC-Williams Annexation to Park & Recreation DistrictRESOLUTION NO. 70-49 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE COSTA MESA PARK AND RECREATION DISTRICT, ORANGE COUNTY, CALIFORNIA, TO THE LOCAL AGENCY FORMATION COMMISSION FOR THE ANNEXATION OF TERRITORY, KNOWN AS "WILLIAMS ANNEXATION." THE BOARD OF DIRECTORS OF THE COSTA MESA PARK AND RECREATION DISTRICT, DOES HEREBY RESOLVE AS FOLLOWS: (a) That the legal description of the proposed Williams Annexation was presented to the Local Agency Formation Commission for checking by the County Surveyor to determine whether the boundaries are reasonably definite and certain; and (b) That the Board of Directors of the Costa Mesa Park and Recreation District does hereby find and determine: 1. That the property proposed to be annexed to the Costa Mesa Park and Recreation District is uninhabited, is contiguous to the boundaries of the City of Costa Mesa. 2. That the territory to be annexed is designated as Williams Annexation and the legal description of the property is as follows: A portion of Lot 91, Tract No. 653, in the County of Orange, State of California, as per map recorded in book 19, page 42 of Miscellaneous Maps, in the office of the county recorder of said county, more particularly described as follows: Beginning at an angle point in the existing boundary of the Costa Mesa Park and Recreation District, as said boundary is described in Resolution No. 61-1313, adopted December 20, 1961, by the Board of Supervisors of said Orange County, said angle point being the inter- section of the center line of Canyon Drive, 60 feet in width, with the center line of Victoria Street, 60 feet in width, as said intersection is shown on said Tract No. 653; thence South 00 32' 00" East, along said existing boundary and said center line of Canyon Drive, 30.00 feet to the southerly line of said Victoria Street; thence South 89° 28' 00" West, along said southerly line and the existing boundary of the Costa Mesa Park and Recreation District as described in Victoria Street Annexation to said District, Resolution No. 65-84, adopted September 20, 1965, a distance of 204.46 feet; thence departing from said existing boundary North 0° 32' 00" West, 215.69 feet to the northerly line of said Lot 91, said northerly line being the northwesterly prolongation of a radial line of a curve, concave southeasterly, having a radius of 797.44 feet; thence South 800 02' 00" East, along said northerly line and said northwesterly prolongation, 221.52 feet to a point on said curve, said curve being center line of said Canyon Drive; thence southerly along said center line and said curve through a central angle of 10° 30' 00", an arc distance of 146.14 feet to the Point of Beginning. 3. That the reason for the proposed annexation is that the territory is ready for development and that parks and recreation services are necessary for the protection of health, safety and welfare of the developers and that the City of Costa Mesa Park and Recreation District is the agency most feasible to provide said facilities to said area. 4. That there are no special terms or conditions to the proposed annexation. 5. That attached hereto and made a part of this Resolution is Exhibit "A", a legal description, and Exhibit "B", a map, of the territory proposed to be annexed. 6. That all notices with respect to hearings should be mailed to the following persons: A. R. McKenzie, City Manager, 77 Fair Drive, Costa Mesa, California. Roy E. June, City Attorney, 1500 Adams, Suite 206, Costa Mesa, California. Don Stevens, City of Costa Mesa Engineer, 116 East 18th Street, Costa Mesa, California.
