HomeMy WebLinkAbout70-80 - Opposing Legislative Mandate Creating New Regional GovernmentsRESOLUTION NO. 70-80 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, OPPOSING ANY LEGISLATIVE MANDATE CREATING NEW REGIONAL GOVERNMENTS AND URGING THE LEAGUE OF CALIFORNIA CITIES TO SUPPORT THIS POSITION. WHEREAS, several legislative matters are presently being considered by the State Legislature which would have the effect of creating new regional governmental agencies; and WHEREAS, the creation of regional organizations with regulatory and taxing powers could override and usurp many well established and vital functions now exercised by cities and counties, and WHEREAS, a joint committee of the County Supervisors Association of California and the League of California Cities has agreed upon and issued a policy statement dealing with regional approaches to governmental problem solving; and WHEREAS, the joint policy statement on regionalism does not express the views of the City Council of the City of Costa Mesa; and WHEREAS, voluntary cooperative efforts by cities and counties in the different regions of the State can provide the solutions to existing and prospective regional problems. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Costa Mesa, that this Council opposes any legislative action which mandates the creation of new regional governmental agencies possessing regulatory and/or taxing powers. BE IT FURTHER RESOLVED, that this Council encourages a voluntary statewide cooperative effort between the cities and counties to accomplish the solutions to problems of regional significance; and BE IT FURTHER RESOLVED, that this Council urges the League of California Cities to adopt a Resolution opposing the creation of new regional regulatory and taxing agencies, at the 1970 Annual Conference of the League of Cities.
