A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA,
CALIFORNIA, CALLING A SPECIAL ANNEXATION ELECTION IN THE
MATTER OF MARINA VIEW ANNEXATION.
WHEREAS, a public hearing in the matter of Marina View Annexation has
been held pursuant to law; and
WHEREAS, this City Council finds and determines, by this resolution,
pursuant to Section 35121.1 of the Government Code, that a majority protest
was not made, in accordance with Section 35121 of the Government Code; and
WHEREAS, this Council is desirous of proceeding with the said annexation;
NOW, THEREFORE, the City Council of the City of Costa Mesa does hereby
resolve as follows:
SECTION 1. That a special election shall be held on the 12th day of
January, 1971, in certain inhabited territory contiguous to the City of Costa
Mesa proposed to be annexed thereto, for the purpose of submitting to the
qualified electors residing in said territory the question of whether or not
said territory shall be annexed to the City of Costa Mesa and to the Costa
Mesa Park and Recreation District.
SECTION 2. That said territory is described as follows:
Beginning at an angle point in the existing boundary of the City
of Costa Mesa as said boundary is described in Republic No. 4
Annexation to the City of Costa Mesa, Ordinance No. 324, adopted
October 17, 1960, said angle point being the southerly prolonga-
tion of the westerly line of Lot 111 of Tract No. 653, as shown
on a map thereof, recorded in book 19, page 42 of Miscellaneous
Maps, Records of Orange County, California, with the center line
of Victoria Street, 60.00 feet in width, as shown on a map of
said Tract No. 653; thence South 89° 28' 00" West along the center
line of said Victoria Street and the existing boundary as described
in Republic No. 2 Annexation to the City of Costa Mesa,
Ordinance No. 43, adopted April 26, 1954, a distance of 470.73
feet to the center line of Canyon Drive, said center line being
a curve concave easterly, having a radius of 797.44 feet; thence
departing from said City boundary northerly along said center
line through a central angle of 10° 30' 00", an arc distance of
146.14 feet to the easterly prolongation of the northerly line
of Lot 91 of said Tract No. 653; thence North 80° 02' 00" West,
radial to said curve, along said easterly prolongation and the
north line of Lot 91, 221.52 feet; thence South 0° 32' 00" East,
215.69 feet to the southerly line of previously mentioned Victoria
Street; thence South 890 28' 00" West, along said southerly line
of Victoria Street and the existing boundary as described in
Victoria Street Annexation to the City of Costa Mesa,
Ordinance No. 65-34, adopted October 4, 1965, a distance of
485.64 feet to the westerly line of Valley Road, 60.00 feet in
width, as shown on a map of said Tract No. 653; thence continu-
ing along the southerly line of said Victoria Street and the northerly
line of Lot 40 of said Tract No. 653, and the existing boundary as
described in River No. 4 Annexation to the City of Costa Mesa,
California, Ordinance No. 62-46, adopted December 3, 1962, South
890 28' 00" West, 300.05 feet to the northwest corner of Lot 40
of said Tract No. 653; thence North 0° 32' 00" West along the
existing boundary as described in River No. 2 Annexation to the
City of Costa Mesa, Ordinance No. 397, adopted October 16, 1961,
and the southerly prolongation of Pacific Avenue, 60.00 feet in
width, as shown on a map of said Tract No. 653, a distance of

30.00 feet to the center line of said Victoria Street; thence
South 890 28' 00" West, along the westerly prolongation of the
center line of said Victoria Street, 1088.28 feet, more or less,
to the easterly line of the Santa Ana River, 300 feet in width,
as described in a deed to the Newbert Protection District,
recorded June 22, 1911, in book 197, page 300 of Official Records
of said Orange County; thence departing from the existing boundary
of the City of Costa Mesa, North 130 25' 00" East along the
easterly line of said Santa Ana River, 206.08 feet to a line,
200.00 feet, measured at right angles, northerly of and parallel
with the westerly prolongation of the center line of said Victoria
Street; thence North 890 28' 00" East along said parallel line
and the existing boundary as described in River No. 3 Annexation
to the City of Costa Mesa, Ordinance No. 404, adopted November 6,
1961, a distance of 490.44 feet, more or less, to the westerly
line of said Tract No. 653; thence North 360 46' 30" East along
the westerly line of said Tract No. 653, a distance of 395.80
feet, more or less; thence North 56o 13' 00" East, 800.00 feet;
thence North 360 59' 00" East, 800.00 feet; thence North 200 02'
00" East, 419.50 feet to the northwest corner of said Tract
No. 653; thence North 890 28' 00" East along the northerly line of
said Tract No. 653, and the existing boundary as described in
Harbor No. 1 Annexation to the City of Costa Mesa, Ordinance
No. 294, adopted February 29, 1960, a distance of 1315.31 feet to
the northwest corner of Tract No. 2873, as shown on a map thereof,
recorded in book 88, pages 22 and 23 of Miscellaneous Maps, records
of said Orange County; thence South Oo 32' 00" East along the
westerly line and the southerly prolongation thereof, of the East
one-half of Lot 64, Fairview Farms as shown on a map thereof,
recorded in book 8, page 71 of Miscellaneous Maps, records of
said Orange County and the existing boundary as previously
mentioned in Republic No. 2 Annexation to the City of Costa Mesa,
690.25 feet to a point in the southerly line of Wilson Street,
60.00 feet in width, as shown on a map of said Tract No. 653;
said point being the northeast corner of Lot 132 of said Tract
No. 653; thence South 890 28' 00" West along the southerly line
of said Wilson Street and the northerly line of Lots 132 and 131
of said Tract No. 653 and the existing boundary as described in
Republic No. 3 Annexation to the City of Costa Mesa, Ordinance
No. 303, adopted May 2, 1960, a distance of 259.25 feet to the
northwest corner of Lot 131 of said Tract No. 653; thence South
80 15' 00" West, along the westerly line of Lot 131 of said
Tract No. 653, a distance of 275.60 feet; thence South 340 40' 30"
West, 199.70 feet; thence South 530 16' 30" West, 329.82 feet to
the southwest corner of Lot 131 of said Tract No. 653, said
southwest corner also being the Northwesterly corner of Lot 111
of said Tract No. 653; thence South 110 28' 00" West along the
westerly line of Lot 111 of said Tract No. 653 and the existing
boundary as previously mentioned in the Republic No. 4 Annexa-
tion to the City of Costa Mesa, M.61 feet; thence South
230 48' 00" West, 219.75 feet; thence South 70 25' 00" West
along said westerly line and the southerly prolongation thereof,
294.85 feet to the point of beginning.
SECTION 3. That said territory is hereby designated and identified as
"MARINA VIEW ANNEXATION."
SECTION 4. That the City Clerk is hereby instructed and directed to
procure and furnish any and all official ballots, notices, printed matter
and all supplies, equipment and paraphernalia that may be necessary in order
to properly and lawfully conduct said election.
SECTION 5. That the ballots to be used at said election shall be,
both as to form and matter contained therein, such as may be required by
law to be used thereat.

SECTION 6. That upon the ballots to be used at said election there
shall be printed the words:
SHALL "MARINA VIEW ANNEXATION" BE ANNEXED TO THE CITY OF COSTA MESA?
SHALL "MARINA VIEW ANNEXATION" BE ANNEXED TO THE COSTA MESA PARK AND
RECREATION DISTRICT?
Opposite those words shall be printed the words "Yes" and "No," and
to the right of each of those last two words there shall be a voting square.
If an elector shall stamp a cross (+) in the voting square after the printed
word "Yes," the vote of such elector shall be counted in favor of the annexa-
tion of said territory; and if an elector shall stamp a cross (+) in the
voting square after the printed word "No," the vote of such elector shall be
counted against such annexation.
SECTION 7. That for the purpose of holding said special annexation
election, there shall be one voting place established for holding the election,
designated as follows:
POLLING PLACE: Mrs. Elmer Long residence; Apartment B; 2267 Canyon
Drive; Costa Mesa, California 92627
Inspector: Mrs. Jenny Arbiso; 2176 Pacific Avenue; Costa Mesa,
California 92627
Judge: Mrs. Mildred Mathews; 2220 Pacific Avenue; Costa Mesa,
California 92627
Clerk: Mrs. Vickie Bowden; 2257 Pacific Avenue; Costa Mesa,
California 92627
Clerk: Miss R. Evelyn Alvord; 2219 Pacific Avenue; Costa Mesa,
California 92627
SECTION 8. That all of the persons hereinabove named as election
officers are hereby appointed as such election officers, respectively, and
their compensation is hereby fixed at the sum of $21.00 for the Inspector and
$18.00 for each Judge and Clerk for said election.
SECTION 9. That the polls for said election shall be open at seven
o'clock a.m. of the day of said election, and shall remain open continuously
from said time until seven o'clock p.m. of the same day when said polls shall
be closed, except as provided for in Section 14436 of the Elections Code of
the State of California.
SECTION 10. That in all particulars not recited in this resolution,
said election shall be held and conducted as provided by law for holding
annexation elections in said City.
SECTION 11. That notice of the time and place of holding said election
is hereby given, and the City Clerk is hereby authorized, instructed and
directed to give such further or additional notice of said election in time,
form and manner as required by law.
SECTION 12. That the City Clerk shall certify to the passage and
adoption of this resolution, shall enter the same in the book of original
resolutions of said City, and shall make a minute of the passage and adoption
thereof in the records of the proceedings of the City Council of said City,
in the minutes of the meeting at which the same is passed and adopted.
SECTION 13. That this resolution shall take effect iimnediately.
