HomeMy WebLinkAbout71-01 - Concern for Inhumane Treatment to Prisoners of War198 RESOLUTION NO. 71-1 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, EXPRESSING ITS CONCERN OVER THE INHUMANE TREATMENT BEING GIVEN TO AMERICAN PRISONERS OF WAR HELD BY THE GOVERN- MENT OF NORTH VIETNAM, AND URGING THE CITIZENS OF COSTA MESA TO REQUEST THE GOVERNMENT OF NORTH VIETNAM TO COMPLY WITH CIVILIZED STANDARDS FOR TREATMENT OF AMERICAN PRISONERS OF WAR AS EXPRESSED IN THE GENEVA CONVENTIONS. WHEREAS, the Government of North Vietnam has failed to comply with minimum standards of humane treatment of American prisoners of war held captive in North Vietnam; and WHEREAS, the Government of North Vietnam has ratified the 1949 Geneva Conventions relating to the treatment of prisoners of war; and WHEREAS, public opinion in the United States and throughout the world has expressed outrage over this inhumane treatment of American prisoners of war; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Costa Mesa as follows: 1. The City Council is deeply concerned about the miserable living conditions and humiliation inflicted upon the American prisoners of war held by the North Vietnamese Government. 2. The City Council urges the Government of North Vietnam to recognize its obligations under the 1949 Geneva Conventions relative to the treatment of prisoners of war, which require: (a) Neutral inspections of all prison camps; (b) Publication of a complete list of all prisoners held; (c) Release of the sick and wounded; (d) Allowance of a free flow of mail between the prisoners of war and their families. 3. The citizens of Costa Mesa are urged to express their concern about the treatment of American prisoners of war, by com- municating directly with the Government of North Vietnam. 4. The City Clerk is directed to send a copy of this resolution to the President of the Democratic Republic of Vietnam and to send copies of this resolution to the President of the United States, the Governor of California, United States Senators John Tunney and Alan Cranston, Congressman John Schmitz, the Orange County Board of Supervisors, and all cities within Orange County.
