HomeMy WebLinkAbout71-04 - Urging SCAG to Oppose Bill not Involving Local Government in Decision Making2U4 RESOLUTION NO. 71-4 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, URGING THAT SOUTHERN CALIFORNIA AGENCY OF GOVERNMENTS (SCAG) CONSIDER THE ADOPTION OF A POLICY TO OPPOSE ANY BILL ON A STATE OR FEDERAL LEVEL WHICH DOES NOT INVOLVE LOCAL GOVERNMENT ELECTED REPRESENTATION IN THE DECISION-MAKING PROCESS REGARDING THE ORDERLY PHYSICAL DEVELOPMENT OF A REGION. WHEREAS, the State and Federal Legislatures at various times introduce legislation which proposes the establishment of independent commissions or study groups that can act independently to effect physical changes in the region without the appropriate involvement of local government and without the appropriate local government elected representation in the decision-making process; and WHEREAS, at the present time various proposed legislative enactments are being considered; and WHEREAS, SCAG was established as a voluntary agency to provide a forum for discussion, study and development of recommendations on regional problems of mutual interest and concern regarding the orderly physical development of the Southern California region. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE. DETERMINE AND ORDER AS FOLLOWS: SECTION 1: That SCAG consider the adoption of a policy that SCAG notify the appropriate members of the State or Federal Legislatures of its opposition to any legislation or any portion of any legislation which is introduced and which does not properly involve local government elected representation in the decision-making process regarding the orderly physical development of a region or which does not properly permit local government elected representation in the decision-making process regarding the orderly physical development of the region. SECTION 2: That the City Council of the City of Costa Mesa expresses its opposition to Federal or State legislation which is introduced which does not properly involve local government and provide proper local government elected representation in the decision-making process regarding the orderly physical development of the region. SECTION 3: A copy of this resolution shall be sent to United States Senators Alan Cranston and John V. Tunney, State Senator Dennis Carpenter, State Assemblymen Robert Burke and Robert E. Badham, the City Councils of the Orange County cities, Orange County Board of Supervisors, Southern California Agency of Governments, Transportation Association of Southern California, and the Orange County Division of the League of California Cities.
