A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA,
CALIFORNIA, PROVIDING FOR AND AUTHORIZING PAYMENT OF EXPENSES
FOR CITY COUNCILMEN AND THEIR WIVES IN THE CONDUCT OF CITY
BUSINESS AND SETTING FORTH THE POLICY THEREFOR.
The City Council of the City of Costa Mesa does hereby resolve, determine
and order that the following declarations are valid and pertinent reasons for
the payment of expenses:
That attendance of City Councilmen at official meetings deemed essential
to City business will be encouraged by authorizing the attendance of Council-
men's wives at controlled City expense.
That the increasing emphasis on the integration of the social and business
aspects of official meetings requires the presence of Councilmen's wives in
order that all of the benefits may be obtained from said official meetings.
That the attendance of Councilmen's wives in selected instances tends to
preserve and improve the image of the City and constitutes a form of adver-
tising and promotion beneficial to the City.
That attendance at official meetings by Councilmen's wives in appropriate
instances tends to generally maintain and improve Councilmen's efficiency and
attitude toward City business and to maintain a higher level of interest and
enthusiasm for the responsibilities of government.
That specific tasks assigned to Councilmen's wives, including volunteer
committee work, hospitality hostess roles, record keeping, and other tasks,
tend to result in greater benefits to the Councilmen attending official
meetings and result in greater benefits to the City.
That the payment of expenses of wives for official meetings tends to
attract and keep more responsible and stable family men to the City Council
seats.
That the attendance of Councilmen's wives at selected official meetings
and the controlled approval and payment of their expenses constitutes a public
purpose for which the City may spend public funds.
NOW, THEREFORE, BE IT RESOLVED that the expenses for food, lodging,
transportation, and other reasonable expenditures may be paid by the City in
the following instances:
(a) Transportation - Air Travel: Tourist class air travel should be
considered standard for intrastate and interstate travel. In no event will
the City pay the travel expenses for wife or family. Automobile: When
personal automobile is used to attend a conference, Councilmen will be
reimbursed at the rate of 12 cents per mile. However, when this type of
transportation is used, the reimbursement for travel will, in no case, exceed
the amount for tourist class air travel.
(b) Lodging - Expenses allowed for actual cost of adequate lodging.
When a Councilman's wife accompanies the Councilman, the double rate will be
paid by the City.
(c) Meals - Expenses for meals on actual -cost basis for Councilmen.
Wives' expenses for meals will be included if it is an official function of
the conference or where protocol demands the attendance of the spouse within
the County of Orange.
(d) Business Expense - The City should pay for such expenses as necessary
in conducting business away from the City. Lunches or dinners with other
officials that would directly benefit the City is an example of expenses
reimbursable by the City.

(e) Incidental Expenses - Payment for transportation while away from
home, other than listed in Paragraph 1 (taxis, buses, parking, etc.), tips,
laundrys, conference registration, and other incidental items related to
the trip will be reimbursed on an actual -cost basis.
(f) Upon request, a maximum advance of fifty ($50.00) dollars per day
will be paid to each Councilman for each day of an out -of -city conference,
said sum to be applied and accounted for toward the expenses numerated in
(a) through and including (e) above. Days will be calculated as actual days
while engaged in City business plus one day travel time each way. Wherever
possible, transportation and conference registration shall be obtained
through requisitions and city purchase orders.

adopted at a regular meeting of the City Council of the City of Costa Mesa
