A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA,
CALIFORNIA, DECLARING ITS INTENTION TO ANNEX CERTAIN TER-
RITORY TO THE CORPORATE LIMITS OF SAID CITY, DECLARING
REASONS FOR DESIRING SAID ANNEXATION, AND SETTING TIME AND
PLACE OF PUBLIC HEARING WHERE PROTESTS MAY BE HEARD.
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE AS ■
FOLLOWS:
THAT, Section 35310 Government Code, State of California, provides
that the legislative body of the City may initiate proceedings to annex
territory; and
WHEREAS, it is the desire of the City Council of this City to initiate
proceedings for the annexation of property known as Sunflower Annexation
No. 4, more particularly described in a legal description attached to this
resolution, marked Exhibit "A" and by this specific reference, made a part
hereof, and further described by a map attached to this resolution, marked
Exhibit "B"; and
WHEREAS, the aforementioned section provides that Councilmen set forth
the reasons for desiring said annexation and must set a time and place for
public hearing, at which time protests may be heard and considered.
NOW, THEREFORE, be it resolved that the City of Costa Mesa does hereby
declare its intention to annex property known as Sunflower Annexation No. 4
as more particularly described in Exhibit "A" attached hereto.
BE IT FURTHER RESOLVED that the reasons for desiring said annexation
are as follows:
(1) The property to be annexed consists of, in its entirety, the
southerly one-half of Sunflower Avenue and a portion of the westerly one-
half of Main Street, and the whole of said property consists of public
street or unimproved public right of way;
(2) It is necessary that this property be annexed to the City of
Costa Mesa in order that its maintenance, repair, and upkeep can be
insured and in order that its improvement by widening, when necessary,
can be undertaken;
(3) Annexation of this property is necessary to control access from
abutting landowners considering present development and future proposed
development, all in order to effectively and safely control vehicle and
pedestrian traffic upon said right of way;
(4) That the northerly one-half of Sunflower Avenue and the easterly
one-half of Main Street are being annexed by the City of Santa Ana, and the
maintenance, repair, care, and upkeep of the whole of said street cannot
practically be left with the County of Orange and is, in fact, the
responsibility of the adjoining cities of Santa Ana and Costa Mesa.
BE IT FURTHER RESOLVED that a public hearing shall be held not more
than thirty (30) days from the introduction and passage of this resolution,
and that iumediately after its passage and sooner than at least four (4)
days preceding the date of said hearing, a copy of this resolution shall
be published in a newspaper of general circulation published within the
City and that a copy of this resolution be posted not less than seven (7)
days before the hearing in at least three (3)conspicuous places within
the territory to be annexed; and

BE IT FURTHER RESOLVED that the date of the hearing for this annexation
shall be set for the 19th day of April, 1971, at the hour of 7:30 p.m., in
the Council Chambers at the City Administration Building, 77 Fair Drive,
Costa Mesa, California, at which time the City Council may alter or amend
boundaries of the territory proposed to be annexed, and at which time the
Council shall hear protests, if any, against the aforementioned annexation.

All that territory situated in the County of Orange, State of California,
described as follows:
PARCEL 1:
Beginning at an angle point in the existing boundary line of the City of
Santa Ana as created by Ordinance No. NS -697 and Ordinance No. NS -320, said
point being the intersection of a line that is parallel with and 33.00 feet
Easterly from the center line of Main Street with a line that is parallel with
and 25.00 feet Northerly from the center line of Sunflower Avenue;
1. Thence West 4003.48 feet along last said parallel line, being the
city boundary line per said Ordinance No. NS -697 and the city boundary
line per Ordinance No. NS -450, to an angle point in said parallel
line;

PARCEL 1:
Beginning at an angle point in the existing boundary line of the City of
Santa Ana as created by Ordinance No. NS -697 and Ordinance No. NS -320, said
point being the intersection of a line that is parallel with and 33.00 feet
Easterly from the center line of Main Street with a line that is parallel with
and 25.00 feet Northerly from the center line of Sunflower Avenue;
1. Thence West 4003.48 feet along last said parallel line, being the
city boundary line per said Ordinance No. NS -697 and the city boundary
line per Ordinance No. NS -450, to an angle point in said parallel
line;
2. Thence S. 890 44' 11" W., 708.15 feet continuing along said
parallel line, being said city boundary line per Ordinance
No. NS -450, to an angle point in said city boundary line as
created by said Ordinance No. NS -450 and by Resolution
No. 66-1341 of said city;
3. Thence S. 0° 40' 04" E., 13.00 feet along said city boundary
line per Resolution No. 66-1341 to an angle point in the y

said angle point being on the Southeasterly right of way line of

point in the existing boundary line of the City of Santa Ana as

being a line parallel with and 33.00 feet Easterly from said center
line of Main Street, to the point of beginning.
PARCEL 2:
Beginning at an angle point in the existing boundary line of the City
of Santa Ana per Resolution No. 66-1341, said point being the intersection
of a line that is parallel with and 25.00 feet Easterly from the center line
of Bear Street with a line that is parallel with and 12.00 feet Northerly
from the center line of Sunflower Avenue;
1. Thence leaving the existing boundary of the City of Santa Ana
S. 890 44' 08" W., 25.00 feet along last said parallel line to
said center line of Bear Street;
2. Thence N. Oo 22' 08" W., 772.35 feet along said center line of
Bear Street to the center line of Sunflower Avenue (formerly
Wakeham Avenue);
3. Thence S. 890 22' 06" W., 1411.10 feet along said center line to
a point on a non -tangent curve concave southwesterly, having a
radius of 1040.00 feet, a radial line of said curve to said point
bears N. 150 18' 39" E.;
4. Thence Northwesterly along said curve through a central angle of
60 11' 58" an arc distance of 112.53 feet to a point in the boundary
line of said City of Santa Ana per Ordinance No. NS -450;
5. Thence S. 89° 22' 06" W., 2083.69 feet along said city boundary line

to a line parallel with and 25.00 feet Westerly from the center
line of Bear Street, 50.00 feet in width;
being a line parallel with and 25.00 feet northerly from the center
line of Sunflower Avenue, to an angle point therein;

boundary line and parallel line to an angle point in said city
boundary line as created by said Ordinance No. NS -450 and by
Resolution No. 69-48, said point being on a non -tangent curve
concave southeasterly and having a radius of 1040.00 feet, a radial
line to said point bears N. 10` 18' 24" W.;

Thence Southwesterly along said curve, being said city boundary line
per Ordinance 69-48, through a central angle of 3° 50' 51" an arc
distance of 69.84 feet;

Thence S. 75° 50' 45" W., 46.30 feet continuing along last mentioned
city boundary line and tangent to said curve, to an angle point
therein;

Thence S. 89° 26' 11" W., 812.86 feet continuing along said city
boundary line to an angle point in said city boundary line as
created by the aforementioned Ordinance No. NS -450 and said
Resolution No. 69-48 being a line parallel with and 30 feet
Westerly from the center line of Fairview Road;

Thence S. 0° 09' 24" W., 178.18 feet along said city boundary line
per Ordinance No. NS -450, being said parallel line, to an angle
point therein and a line parallel with and 20.00 feet northerly
from the center line of Sunflower Avenue (formerly Huntzinger
Avenue);

Thence S. 89° 11' 09" W., 2289.31 feet continuing along said city

existing boundary of the City of Costa Mesa per Ordinance No. 272
of said city;

Thence leaving the existing boundary of the City of Santa Ana and
following along said existing boundary of the City of Costa Mesa
the following courses and distances: N. 89° 11' 09" E.,
2348.64 feet to an angle point therein and a line parallel with
and 30.00 feet Easterly from the center line of Fairview Road,
60.00 feet in width;

Thence N. 0° 09' 24" E., 188.16 feet along said parallel line to
a line parallel with and 30.00 feet Southerly from the center line
of Sunflower Avenue, 60.00 feet in width;
15.
Thence N. 890 26' 11" E., 1122.64 feet along said parallel line to
a point in the southerly prolongation of the east right of way line
of Greenville Street, 60.00 feet in width;
16.
Thence N. 0° 34' 21" W., 5.00 feet along said prolongation to a
point on a line parallel with and 25.00 feet southerly from the
center line of Sunflower Avenue (formerly Wakeham Avenue), 50.00
feet in width;
17. Thence N. 89° 22' 06" E., 3549.36 feet along said parallel line
to a line parallel with and 25.00 feet Westerly from the center
line of Bear Street, 50.00 feet in width;
18. Thence S. 0° 22' 08" E., 784.18 feet along said parallel line to an
angle point in last mentioned city boundary line as created by said
Ordinance No. 272 and by Ordinance No. 276 of said city;
19. Thence N. 89° 44' 08" E., 50.00 feet along said city boundary line
per Ordinance No. 276 to an angle point in said city boundary line
as created by said Ordinance No. 276 and by Resolution No. 66-1342
of said city;
20. Thence N. 0° 22' 08" W., 37.00 feet along said city boundary line
per Resolution No. 66-1342 to the point of beginning.
This description and map of proposed
annexation does meet the approval of
the Surveyor's Office.
