RESOLUTION N0. 71-18
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA,
CALIFORNIA, MAKING FORMAL REQUEST TO THE STATE OF CALIFORNIA
GENERAL SERVICES DEPARTMENT FOR THE TRANSFER OF FAIRVIEW
STATE HOSPITAL SURPLUS PROPERTY TO THE STATE OF CALIFORNIA
DEPARTMENT OF PARKS AND RECREATION.
WHEREAS, situated in the western section of the City of Costa Mesa are
approximately three hundred acres of land located along the easterly side of
the Santa Ana River, behind Fairview State Hospital; and
WHEREAS, the above described property is surplus land containing the
ruins of the historical Gabrielino Indian Village site once known as Lupukngna;
and
WHEREAS, there is widespread interest on the part of the Costa Mesa
Historical Society; the Pacific Coast Archaeological Society; the Department
of Anthropology, California State College, Long Beach; and Fullerton State
College in the preservation of this historical ruin site which has established
a clue to its earliest occupancy as being 1700-1500 B.C.; and
WHEREAS, there are plans for the optimum development of the entire Santa
Ana River Corridor relating to parks and open space as described in the Orange
County General Planning Program, Part III; and
WHEREAS, in conjunction with the General Planning Program, the City of
Costa Mesa is desirous to have preserved the historical and archaeological
site situated on land adjacent to the Santa Ana River for the use of the
citizens of Costa Mesa and Orange County and so that future generations of
Californians may take pride in their heritage and open space;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Costa
Mesa, that request is hereby made to the Department of General Services that
transfer be made to the State of California Department of Parks and Recreation
of said surplus land located behind Fairview State Hospital and on the easterly
side of the Santa Ana River in the City of Costa Mesa; and
BE IT FURTHER RESOLVED, that the City Clerk of the City of Costa Mesa
is hereby directed to transmit a copy of this resolution to the California
State Department of General Services; to the Honorable Ronald Reagan, Governor
of the State of California; to Senator Dennis Carpenter; and to Assemblymen
Robert E. Barham and Robert H. Burke.
