RESOLUTION NO. 71-44
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA,
CALIFORNIA, CREATING A COMMITTEE TO ADVISE THE CITY COUNCIL
AND OTHER APPROPRIATE CITY DEPARTMENTS WITH RESPECT TO
FUTURE DEVELOPMENT OF THE CITY OF COSTA MESA, RECITING PURPOSES
THEREFOR, CREATING AUTHORITY FOR SAID COMMITTEE TO ACT, AND
ESTABLISHING GENERAL GUIDELINES FOR THEIR ACTIVITIES.
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE AS FOLLOWS:
THAT, WHEREAS, the City Council of the City of Costa Mesa hereby finds
and declares that the following conditions exist and that the methods as
hereinafter set forth are aimed and created specifically for their attention.
That, without constructive thinking and planning for the future develop-
ment of the City of Costa Mesa, it is inevitable that urban sprawl and blighted
areas will result.
The City Council further finds and declares that for the survival of the
community as a pleasant and healthful place to live, preservation of natural
resources for the citizens of this community is absolutely essential.
The City Council further finds and declares that depletion of real estate
as a municipal asset by thoughtless and expedient development will adversely
affect the welfare of the citizens of the community.
City Council further finds and declares that long-range future planning
is absolutely essential for the reasonable distribution of population through
effective and well-planned zoning of the city and accompanying necessary land
use legislation to accomplish said purpose.
The City Council further finds and declares that long-range future
planning in the form of the reasonable exercise of scientific and legislative
control of our environment is necessary for the purposes as expressed herein.
City Council further finds and declares that long-range planning for the
use of our natural resources and our land assets is essential for the control
of air, water, and noise pollution.
The Council further finds and declares that long-range planning and
effective use of the legislative powers of the city and land use zoning
powers granted by the Legislature are necessary to establish a well-balanced
tax base for the community by proper ratio of residence to business land uses.
Council further finds and declares that long-range projection of land
uses within the city are essential to determine the most effective use of
governmental services, such as police, fire, utilities, water and sewer.
Council further finds and declares that it must by long-range planning
provide for the natural and inevitable expansion of population within this
community and the increase of related necessary services.
Council further finds and declares that a fresh, unencumbered approach
to the image of the future for this city is necessary, and that the creation
of a committee to include members appointed from the community not involved
in local agency government is the best method to accomplish the aforementioned
[L purposes, all for the benefit of the health, safety and welfare of the
citizens of this community.
Accordingly, there is established a committee known as "Project 80” whose
purposes shall be as hereinafter expressed and shall be principally for the
development of a prospective image of this city for the year 1980.

NOW, THEREFORE, BE IT RESOLVED that there be formed a committee as an
advisory branch of municipal government, which shall be called "Project 80,"
which shall be structured as follows and shall have the duties and powers as
hereinafter set forth:
Section I. Purpose
The purpose of this committee shall be to meet at regular intervals
and to consider any matter affecting the adopted City Master Plan for zoning
and land use within the city, to contribute freely of their ideas and theories
toward suggested changes, improvements or innovations in connection with the
City Master Plan to the end that, in the next decade, this community may be
planned for the best and ultimate land use, all for the health, safety,
welfare and public good of the City of Costa Mesa.
Section II. Committee Established
There is hereby established as part of the governing body of the City
of Costa Mesa an advisory committee, whose function it shall be to advise
the City Council for the City of Costa Mesa on all long-range future land
planning as the same shall affect the health, safety and welfare of the citi-
zens of this city and to undertake such fact finding proceedings as are
necessary in connection therewith.
Section III. Members
Said committee shall consist of five (5) members and shall be appointed
by the Mayor, subject to the approval of a majority vote of the City Council.
Section IV. Term
At the conclusion of the one year established existence of this committee
the Council may extend its existence for a period of not less than two (2)
years. At the time that this action is taken by the City Council, the Mayor
may appoint members to this committee or reappoint members already serving,
all with the approval of the City Council. In the event that the existence
of this committee has been extended, as heretofore set forth, the committee
shall, at its first meeting following the aforementioned action of the Council,
draw lots for terms, with three (3) committeemen to have terms of two (2)
years from the date of said appointment, with the remaining two committeemen's
terms to expire one year from the date of said appointment.
Section V. Requirements for Appointment
All regular members shall be qualified electors of the City of Costa
Mesa and shall reside within the corporate limits of the city.
Section VI. Powers and Duties
The committee shall serve as an advisory board to the City Council.
The Committee shall gather and analyze statistics concerning long-range
planning within the general purposes as set out in this resolution and
shall contribute to each member's creative thinking directed to the pro-
blems which will be found and discussed by the committee.
Section VII. Meetings
The committee shall meet not less than once a month, and oftener, as
may be necessary, if so determined by a majority of the committee. Meetings
shall take place in the City Hall unless special problems necessitate
meeting elsewhere. The committee shall choose its own presiding officer,
and such other officers as may be needed. Members may be reimbursed for their
actual expenses incurred in the course of committee duties, with approval of
Mayor and City Council.
Section VIII. Staff
Within the limitation of funds appropriated in the annual budget, the
City Council may provide for such employees as they may determine as necessary
to assist the committee in consideration of the purposes as are set forth in
this resolution. Such employees shall be appointed by the City Manager and
shall be responsible to him.
The City Manager, Director of Planning, and the City Attorney are hereby
appointed as the ex -officio advisory staff for this committee.
BE IT FURTHER RESOLVED that a copy of this resolution be distributed to
each of the Mayor's appointees for their guidance in all future committee
activities.

Clerk of the City Council of the City of Costa Mesa, hereby certify that the
above and foregoing Resolution No. 71-44 was duly and regularly passed and
adopted by the City Council of the City of Costa Mesa at a regular meeting
thereof held on the 7th day of June, 1971.
