RESOLUTION NO. 71-70
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA
MESA, REAFFIRMING ITS POSITION IN THAT OPPOSITION TO
THE DELETION OF ANY PORTION OF THE COAST FREEWAY IN
ORANGE COUNTY AND RECITING REASONS THEREFOR.
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE AS
FOLLOWS:
THAT WHEREAS, the City Council of the City of Costa Mesa, at a regular

meeting on the first day of June, 1970, did adopt Resolution 70-54, being

a resolution in opposition to Assembly Bill 1701, which purported to delete
a portion of Route 1, otherwise known as Coast Freeway, which said legisla-
tion was ultimately defeated; and
WHEREAS, the Coastal Freeway in Orange County is absolutely essential
and of vital necessity in the planning of traffic flows and handling of
automobile traffic in the Harbor area; and
WHEREAS, the City of Costa Mesa will suffer great and irreparable
damage by reason of the disruption of its community redevelopment project
in the downtown Costa Mesa area, on which vast sums of money have already
been expended by the City of Costa Mesa; and
WHEREAS, any request for deletion of any portion of the Coast Freeway
in Orange County is premature by reason of the fact that the Voorheis Report
ordered by the City of Newport Beach has not been completed, or if completed,
the results have not been published; and
WHEREAS, Mr. E. 0. Rodeffer has filed suit in Orange County Superior
Court, naming as defendants the City of Newport Beach, its Councilmen, its
Clerk and its Director of Finance, testing the validity of the initiative
election, which purports to unilaterally rescind Freeway Agreements and
which purports to remove the route location powers of the California High-
way Commission, and place them in the hands of the electorate of the City
of Newport Beach, the outcome of said suit not yet having been determined;
and
WHEREAS, no suitable alternate proposals to the Coast Freeway plan
of handling harbor area traffic have been proposed by the State of California,
Department of Public Works, or the City of Newport Beach; and
WHEREAS, any request made by the City of Newport Beach for the deletion
of any portion of Route 1, Coast Freeway in Orange County is a result of undue
and unreasonable pressure from a citizens' group known as the Coastal Freeway
Fighters of Newport Beach.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of
Costa Mesa is unalterably opposed to the deletion of any portion of Route 1
known as the Coastal Freeway in Orange County.
BE IT FURTHER RESOLVED, that any action on the part of the California
Highway Commission to delete any portion of the Coast Freeway in Orange
County will result in irreparable damage to the City of Costa Mesa, its
master plan of Streets and Highways and specifically, to its downtown
redevelopment project.
BE IT FINALLY RESOLVED, that a copy of this resolution be mailed to
each individual of the California Highway Commission and to the City
Clerk of the Cities of Laguna Beach, Huntington Beach and Newport Beach
for the attention of the City Councils of these respective Cities.
