The City Council of the City of Costa Mesa does hereby resolve as follows: THAT WHEREAS, Air California has applied to the Orange County Board of Supervisors for a renewal of its facility lease at Orange County - Airport; and WHEREAS, the City of Costa Mesa has determined that it is in the best interest of this community that said lease be renewed; and WHEREAS, the City Council of the City of Costa Mesa desires to set forth its reasons in support of said lease renewal application which said reasons are as follows: Costa Mesa is a City contiguous to Orange County Airport and ninety percent of the air traffic from Orange County Airport passes over the City of Costa Mesa at some point. The need for commercial air service in Orange County has been consistently supported by the City of Costa Mesa, both locally and in our nation's capitol. The commercial air carriers based at Orange County Airport including Air California serve twenty-five cities within the County and vitally affect the economy of County businesses. The economy of almost 600 industrial enterprises in the County coastal area are directly dependent upon commercial air industry and the elimination of any commercial carrier would have a direct impact upon this economy. The commercial aviation industry of Orange County, including Air California, has led the industry throughout the State in noise abatement and the abatement of air pollution in recognition for the need of comfort for the community. Seventy-three percent of the revenue for the Orange County Airport comes from the commercial aviation industry who are responsible for only four percent of the landings and takeoffs from the airport. An estimated loss of $700,000 per year will result if commercial aviation, including Air California, is banned from Orange County Airport. An estimated $157,000 in property taxes to Orange County will no longer be an available source of revenue if the commercial aviation industry including Air California does not continue to operate from Orange County Airport. All of the commercial and industrial enterprises throughout Orange County are heavily dependent upon commercial aviation with particular interest on air freight and transportation of commercial and industrial personnel, and that any reduction of said service will have a disasterous impact upon said industrial and commercial enterprises. The resulting aftershock of the impact will be felt on the entire economy of Orange County. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Costa Mesa urges the Board of Supervisors to recognize the value of commercial aviation to the communities of Orange County when considering the lease for facilities at Orange County Airport. BE IT FURTHER RESOLVED that there be no departures after 10:00 p.m. and before 7:00 a.m. by commercial air carriers. BE IT FURTHER RESOLVED that a copy of this resolution be presented to each member of the Board of Supervisors, each member of the Aviation Commission, each member of-',th-e Airport Land Use Commission, each member of the Costa Mesa Aviation Committee,,the Director of Aviation for Orange County, the Director of Aviation for the State of California and the Southern California Aviation Council, Inc.
