RESOLUTION NO. 71-85
A RESOLUTION OF THE CITY OF COSTA MESA, CALIFORNIA,
SUPPORTING MEMBERSHIP IN THE CITY ATTORNEYS ASSOCIATION
OF ORANGE COUNTY
IT IS HEREBY RESOLVED by the City Council of the City of Costa Mesa;
THAT WHEREAS the CITY ATTORNEYS ASSOCIATION OF ORANGE COUNTY meets
once each month at noon at which time an opportunity is provided for
members to present current municipal problems, including matters in
litigation to city attorneys present, and obtain their comments, suggestions
and assistance and to exchange experiences and the results of extensive legal
research, besides having programs with speakers skilled in areas of activity
affecting the legal rights and liabilities of cities to enact and enforce
laws, to levy taxes and to exercise other functions of city government; and
WHEREAS the attendance at such meetings provides an excellent and
economical means to city attorneys to keep aware of municipal litigation and
other rights and duties of the cities of Orange County and to thereby avoid
and reduce extensive and expensive litigation and the duplication of legal
research and saves the time and overhead that could otherwise be required
therefor and tends to produce a uniformity and fortification of action and
results and to eliminate uncertainty and confusion and to save considerable
time in arriving at a conclusion that has the concurrence of several, instead
of only one, city attorney, and all of the Cities of Orange County would
benefit by encouraging the attendance of their city attorneys at such
meetings; and
WHEREAS
many, but not all, cities
in Orange
County now support said
Association;
and
WHEREAS
the non-attendance at said
meetings
of city attorneys of cities
who do not support
said Association, reduces
its
beneficial effect and impairs
its capacity
to obtain various desirable
speakers
whose transportation costs
must be paid
by said Association; and
WHEREAS said Association now has no dues or income and the imposition
thereof on the city attorneys, or a higher surcharge for each luncheon, to be
provided for needed expenses, would tend to reduce the present attendance and
discourage any increased attendance, and
WHEREAS said Association has solicited each city in Orange County to
include in each of its annual budgets the sum of Fifty Dollars to be paid to
said Association to support said Association and entitle its City Attorney to
attend all of its luncheon meetings without charge for his meals;
NOW, THEREFORE, it is hereby declared to be the policy of this City to
support the City Attorneys Association of Orange County and to provide in its
budget for the next fiscal year and annually thereafter the sum of Fifty
Dollars to be paid to said Association on or about July 1st of each year which
will entitle the City Attorney of this City to attend all of the luncheon
meetings of said Association without charge for his meals.

I, EILEEN P. PHINNEY, City Clerk of the City of Costa Mesa and
ex -officio Clerk of the City Council of the City of Costa Mesa, hereby
certify that the above and foregoing Resolution No. 71-85 was duly and
regularly passed and adopted at a regular meeting of the City Council of
the City of Costa Mesa held on the 6th day of December, 1971.
