RESOLUTION NO. 71-94
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF COSTA MESA, URGING THE CALIFORNIA HIGHWAY
COMMISSION TO RE-ESTABLISH PRIORITIES WITH
RESPECT TO THE CORONA DEL MAR FREEWAY, AND
URGING ITS I[MIEDIATE CONSTRUCTION.
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE AS
FOLLOWS:
THAT, WHEREAS, the Corona del Mar Freeway (Route 184) has been
established for some time; and
WHEREAS, its design and location made it an intrigal part of the
southern coastal transportation area; and
WHEREAS, the construction of this freeway from the San Diego Freeway
to University Avenue, is vitally essential for traffic circulation in and
around the University of California at Irvine; and
WHEREAS, the resurgence of construction and development around Orange
County Airport has created traffic burdens on local streets, which can only
be relieved by the aforementioned freeway; and
WHEREAS, the major expansion set for 1972 in the South Coast Plaza
development in Costa Mesa, will further burden local streets of traffic

which said freeway has been designed to relieve; and
WHEREAS, increasing growth of the town center, Newport Center and
Fashion Island in the Newport Beach area, has created an undue traffic
burden upon local streets in both the Costa Mesa and Newport Beach area,
which the Corona Del Mar Freeway was designed to relieve and alleviate; and
WHEREAS, the Department of Public Works for the State of California on
behalf of the Highway and Freeway system in the State, has purchased a major
portion of the right-of-way for said freeway; and
WHEREAS, said freeway is absolutely essential for the continued healthy
and unrestricted growth of the Harbor area.
NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Costa
Mesa strongly urges and recommends that the California Highway Commission
re-establish priorities in connection with the construction of the Corona Del
Mar Freeway, from San Diego Freeway to University Avenue;
BE IT FURTHER RESOLVED, that the California Highway Commission immediately
initiate the necessary steps and procedures to fund the construction of the
aforementioned link of said freeway;
BE IT FURTHER RESOLVED, that the City of Newport Beach and the County
of Orange, be urged to adopt similar Resolutions and that said Resolutions
be forwarded to the California Highway Commission;
BE IT FURTHER RESOLVED, that the City of Newport Beach, the City of
Costa Mesa and Orange County jointly petition the California Highway
Commission for a place upon their agenda in early 1972, in order for these
communities to personally make known their need for the construction of this
freeway link;
BE IT FURTHER RESOLVED, that a copy of this resolution be forwarded in
its executed and certified form to Senatorial and Assembly representatives
for the Harbor area; the City Council of the City of Newport Beach; the
County Engineer; the Supervisorial representative for the 5th Supervisorial
District; the Chambers of Commerce for the City of Costa Mesa, City of Newport
Beach and the Corona Del Mar Chamber of Commerce; and
BE IT FINALLY RESOLVED, that the staff of the City of Costa Mesa be
instructed to take such steps as are necessary, to accomplish the policies
as set forth in this Resolution.

adopted by the City Council of the City of Costa Mesa at a regular meeting
thereof held on the 20th day of December, 1971.
