A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA,
URGING PACIFIC TELEPHONE AND TELEGRAPH COMPANY TO RECONSIDER
ITS PROPOSED METHOD OF CHARGE FOR BUSINESS TELEPHONE SERVICE,
AND GIVING REASONS THEREFOR.
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE AS FOLLOWS
WHEREAS, on November 6, 1968, Pacific Telephone and Telegraph Company
obtained the approval of the Public Utilities Commission to convert from a flat
rate business service charge, which provided for unlimited local telephone calls,
to a message rate service charge, which provides for a limitation of 80 local
calls and a charge of 4.7 cents per call over the 80 calls; and
WHEREAS, thereafter the President of the United States by Executive Order,
caused a stabilization of wages and prices, which ultimately settled upon a
maximum of 5.5 percent annual increase in wages and 2.5 percent annual increase
in cost of services and goods; and
WHEREAS, the proposed change in charges in billing for telephone service
will result in a substantial increase in cost of doing business, far exceeding
the 2.5 percent, authorized as an increase by the Economic Stabilization Board;
and
WHEREAS, the resulting impact on heavy telephone users and the economy of
doing business may become prohibitive and unreasonably burdensome, without
relief in the form of legal increased prices; and
WHEREAS, no adequate system of billing for telephone answering services,
emergency lines, telephone conference calls, and other uses out of the ordinary,
single number business service have been disclosed to business service users;
and
WHEREAS, the changes method of billing will by conservative estimate cause
an increase in costs of between 25% and 40% in the City Municipal Government
System; and
WHEREAS, said system of billing appears to be dicriminatory in nature, and
unethical and illegal method of legislating the profits of free enterprise
economy.
NOW, THEREFORE, BE IT RESOLVED, that the Pacific Telephone and Telegraph
Company be urged to postpone application of the message rate service system of
billing and to retain the flat rate business service method of billing, for the
duration of the Price and Wage Freeze, imposed by the President's Executive
Order.
BE IT FURTHER RESOLVED, that said company be urged to delay application
of the change in billing method until such time as adequate and fair adjustments
may be made to bring rotary numbers and other types of special services into
parody with a single business service.
BE IT FURTHER RESOLVED, that a copy of this Resolution be forwarded to the
Chairman of the Board of Directors of the Pacific Telephone and Telegraph
Company; to the Clerk for the Public Utilities Commission for the State of
California; to the Office of Economic Stabilization in Los Angeles; to the
Chairman of the Public Utilities and Corporations Committee for the Senate of
the State of California; to the Chairman of the Commerce and Public Utilities
Committee of the Assembly of the State of California; to Senator Dennis E.
Carpenter, Assemblyman Robert Burke and to each of the other cities within the
County of Orange.
BE IT FINALLY RESOLVED, that a copy of this Resolution be made a part of
the permanent records of the City of Costa Mesa.
