THE PRESIDENT AND THE CONGRESS TO RE-EXAMINE THEIR POLICY,
WITH RESPECT TO FOREIGN COMMITMENTS WHERE MILITARY FORCES
MAY BE NEEDED.
THE CITY COUNCIL OF THE CITY OF COSTA MESA does hereby resolve as
follows:
WHEREAS, the President, the Congress, the War Department, and the
Secretary of War, in the past have appeared to commit the military forces
of the United States in Foreign military involvements, which appear to hold
the line and not commit for an all out effort which will preserve this
country's resources, manpower and economy; and
WHEREAS, it is most desirable and in the interest of the health,
safety and welfare of all of the citizens of the United States, and is
necessary for the preservation of our own resources, manpower, economy and
national security; and
WHEREAS, this City Council desires to urge upon the President, Congress,
War Department and Secretary of War, the importance of shortened foreign
military involvements.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of
Costa Mesa urges the United States Conference of Mayors to request the
President of the United States, the National Congress, the War Department and
the Secretary of War, a policy of winning as soon as possible, when forced to
become involved in military engagements, in order not to destroy our resources,
manpower, economy and national security.
BE IT FURTHER RESOLVED, that the United States Conference of Mayors
urge that the no-win policy be abandoned in foreign military involvement
forced upon this nation.
BE IT FURTHER RESOLVED, that the United States Conference of Mayors
point out that the national experience in the war in Korea and Viet Nam has
demonstrated the futility of the no-win policy in foreign military involvements.

the Chairman and members of the Resolutions Committee for the United States
Conference of Mayors.
BE IT FINALLY RESOLVED, that the original of this Resolution be made a
