A RESOLUTION OF THE BOARD OF DIRECTORS OF THE COSTA MESA PARK
AND RECREATION DISTRICT, ORANGE COUNTY, CALIFORNIA, TO THE
LOCAL AGENCY FORMATION COMMISSION FOR THE ANNEXATION OF
TERRITORY, KNOWN AS "RED HILL ANNEXATION NO. 1."
THE BOARD OF DIRECTORS OF THE COSTA MESA PARK AND RECREATION DISTRICT,
DOES HEREBY RESOLVE AS FOLLOWS:
(a) That the legal description of the proposed Red Hill Annexation
No. 1 was presented to the Local Agency Formation Commission for checking by
the County Surveyor to determine whether the boundaries are reasonably
definite and certain; and
(b) That the Board of Directors of the Costa Mesa Park and Recreation
District does hereby find and determine:
1. That the property proposed to be annexed to the Costa Mesa Park and
Recreation District is uninhabited, is contiguous to the boundaries of the
City of Costa Mesa.
2. That the territory to be annexed is designated as Red Hill Annexation
No. 1 and the legal description of the property is as described in Exhibit A.
3. That the reason for the proposed annexation is that the territory
is ready for development and that the parks and recreation services are
necessary for the protection of health, safety and welfare of the developers
and that the City of Costa Mesa Park and Recreation District is an agency
most feasible to provide said facilities to said area.
4. That there are no special terms or conditions to the proposed
annexation.
5. That attached hereto and made a part of this Resolution is Exhibit A,
a legal description, and Exhibit B, a map, of the territory proposed to be
annexed.
6. That all notices with respect to hearings should be mailed to the
following persons:
Fred Sorsabal, City Manager, 77 Fair Drive, Costa Mesa, California.
Roy E. June, City Attorney, 1500 Adams, Suite 206, Costa Mesa, California.
Eileen P. Phinney, City Clerk, 77 Fair Drive, Costa Mesa, California.
Don Stevens, City of Costa Mesa Engineer, 116 East 18th Street,
Costa Mesa, California.
PASSED AND ADOPTED this 15th day of June, 1972.

RED HILL ANNEXATION NO. 1
TO THE COSTA MESA PARK & RECREATION DISTRICT
Beginning at a point in the existing boundary of the Costa Mesa Park & Recre-
ation District, said point being at the southeasterly terminus of that line
described as "South 49° 21' 56" East, 224.39 feet" in the Paularino No. 12
Annexation to the Costa Mesa Park & Recreation District, Resolution No. 66-125,
adopted December 19, 1966, said point also being at the center line inter-
section of Bristol Street (formerly Palisades Road) and Red Hill Avenue as
said center lines are described in said Paularino No. 12 Annexation; thence
North 40° 38' 32" East along the center line of Red Hill Avenue and the exist-
ing boundary of the Costa Mesa Park & Recreation District, 1300.10 feet to
the beginning of a tangent curve, concave northwesterly, having a radius of
1200.00 feet; thence northeasterly and northerly along said curve through a
central angle of 44° 56' 03", an arc distance of 941.10 feet; thence North
4° 17' 31" West, 709.07 feet to the beginning of a tangent curve, concave
souttieasterly, having a radius of 1200.00 feet; thence northerly and north-
easterly along said curve through a central angle of 15° 47' 44", an arc
distance of 330.83 feet to a point in the boundary of Paularino No. 10
Annexation to the Costa Mesa Park & Recreation District, Resolution No. 65-95,
adopted November 15, 1965; thence continuing along the existing boundary of
the Costa Mesa Park & Recreation District and said curve through a central
angle of 28° 04' 30", an arc distance of 588.00 feet to a point in the boundary
of Paularino No. 7 Annexation to the Costa Mesa Park & Recreation District,
Resolution No. 65-20, adopted March 1, 1965; thence continuing along the
existing boundary of the Costa Mesa Park & Recreation District and said curve
through a central angle of 1° 03' 02", an arc distance of 22.00 feet to the
beginning of a tangent line; thence North 40° 37' 45" East, a distance of
1786.38 feet to a point in the boundary of Paularino No. 11 Annexation to
the Costa Mesa Park & Recreation District, Resolution No. 66--62, adopted
May 1, 1967; thence continuing along the existing boundary of the Costa Mesa
Park & Recreation District, North 40° 37' 45" East, 2909.24 feet to the
southerly line of Parcel No. 1 of an easement granted to the Orange County
Flood Control District by deed recorded May 31, 1966, in book 7946, pages
708 through 712 of Official Records of said Orange County; thence leaving
said District's boundary and following along said southerly line South 85°
26' 04" East, 241.71 feet to the beginning of a tangent curve, concave
northerly and having a radius of 218.00 feet; thence easterly 95.22 feet
along said curve through a central angle of 25° 01' 36" to the beginning of
a reverse curve, concave southerly and having a radius of 182.00 feet;
thence easterly 89.95 feet along said reverse curve, through a central angle
of 280 19' 00" to the beginning of a tangent compound curve, concave south-
erly having a radius of 1664.00 feet; thence easterly 603.28 feet along said
curve through a central angle of 20° 46' 21" to the beginning of a tangent
line; thence South 610 22' 19" East, 43.61 feet to the westerly line of
Orange County Airport as granted to the County of Orange by deed recorded
in book 6968, page 331 of Official Records of said Orange County and as shown
on Orange County Surveyor's map S.M. #63-1 on file in the Surveyor's office
of said Orange County; thence departing from said Orange County Flood Control
District's easement South 280 47' 51" West, 1314.22 feet along said westerly
line as shown on said S.M. 463-1; thence North 61° 12' 03" West, 250.02 feet;
thence South 28° 47' 44" West, 2893.49 feet; thence South 40° 39' 05" West,
1015.82 feet; thence South 49° 20' 57" East, 212.97 feet; thence South
28° 47' 37" West, 1769.33 feet; thence South 61° 12' 16" East, 250.01 feet;
thence South 28° 47' 47" West, 819.85 feet; thence South 400 39' 32" West,
1039.85 feet to the center line of said Bristol Street (formerly Palisades
Road) as described in a deed to the County of Orange, recorded in book 294,
page 271 of deeds, recorded in the Office of the County Recorder of said
Orange County; thence departing from the westerly line of Orange County
Airport as shown on said Surveyor's map S.M. #63-1 North 49° 22' 03" West,
1320.71 feet along said center line to the point of beginning.
