RESOLUTION NO. 72-7$
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA,
CALIFORNIA, REQUESTING NATIONAL REPRESENTATIVES OF THIS CITY
TO URGE UPON THE POSTMASTER GENERAL A FEASIBILITY STUDY
DESIGNED TO INCREASE MAIL SERVICE ON A DOOR-TO-DOOR BASIS
IN THE CITY OF COSTA MESA, AND TO ASCERTAIN THE ADDITIONAL
COST TO THE TAXPAYERS ON SUCH SERVICE, IF ANY.
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE AS
FOLLOWS:
THAT, WHEREAS, certain areas of the City of Costa Mesa are served with
mail service through rural type street mail boxes, instead of house deliveries;
and
WHEREAS, many citizens of this community have tried without success
to improve the mail delivery service within the City, having been met with
frustration and defeat in each attempt; and
WHEREAS, the citizens of the community have appealed to their duly
elected City officials for aid and assistance in obtaining improved mail
service within portions of the City of Costa Mesa; and
WHEREAS, the City Council of the City of Costa Mesa being the duly
elected officials of the City having a concern about any additional cost in
postage or tax which may result from the requested improved mail delivery
service within the City; and
WHEREAS, the entire matter of mail service being within the exclusive
jurisdiction of the Federal Government, and under the direction of the
Postmaster General for the United States; and
WHEREAS, the National Legislative Representatives of this community
are best equipped and empowered to take steps in the aid of citizens in
the community concerning improved mail delivery service.
NOW, THEREFORE, BE IT RESOLVED, that the National Legislative Repre-
sentatives of this community be urged to seek a feasibility study from the
office of the Postmaster General, determining whether or not an increase
in direct tax or postage may result from improved mail delivery service
within this community, being to wit: house delivery instead of rural box
type street delivery.
BE IT FURTHER RESOLVED, that if said cost is minimal or non-existent
the Postmaster General be urged to take the necessary steps which will result
in improved mail delivery service within portions of this community not
now enjoying house delivery.
BE IT FURTHER RESOLVED, that a copy of all correspondence, petitions,
letters and documents concerning this matter from the records of the City
of Costa Mesa be attached to this resolution, marked Exhibit "A" and by
this specific reference made a part hereof.
BE IT FINALLY RESOLVED, that copies of this resolution be distributed
to the United States Senator and United States Representative who serve this
community, with the fervent request of this Council that action be taken as
set forth herein.
