A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA,
CALIFORNIA, URGING THAT THE STATE DIVISION OF HIGHWAYS PROCEED
AS SOON AS POSSIBLE WITH THE DESIGN AND CONSTRUCTION OF THAT
PORTION OF THE NEWPORT FREEWAY FROM BAY STREET SOUTHERLY TO
ITS TERMINUS.
�^ WHEREAS, the Newport Freeway from Bay Street southerly to its terminus
is a freeway link recognized to be of critical importance by the Costa Mesa
General Plan; and
WHEREAS, its design and construction schedules have been influenced
by the controversy associated with the location of the Coastal Freeway
through Newport Beach; and
WHEREAS, recent legislative action has caused the section of the
Coastal Freeway through Newport Beach to be eliminated from all freeway
master planning thereby removing any confusion as to its location; and
WHEREAS, Newport Beach oriented through traffic using Costa Mesa
local streets and arterials cause impossible conditions of congestion and
accidents in the downtown business areas; and
WHEREAS, the Downtown Redevelopment Plan presently underway depends
heavily on the construction of the Newport Freeway link in question for
the solution of its traffic problems; and
WHEREAS, the resurgence of construction and redevelopment in the
southerly areas of the City of Costa Mesa promises to further burden local
streets of traffic which said freeway has been designed to relieve; and
WHEREAS, County wide, as well as Costa Mesa development, continues
to increase demands made on the north -south traffic facilities within
Costa Mesa such that in some instances present volumes far exceed those
recognized to be either safe or efficient (Newport Boulevard --68,460
vehicles/day).
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of
Costa Mesa strongly urges and recommends that the State Division of Highways
proceed as soon as possible with the design and construction of that portion
of the Newport Freeway from Bay Street to its southerly terminus; and
BE IT FURTHER RESOLVED, that the staff of the City of Costa Mesa be
instructed to take such steps as are necessary to accomplish the policies
as set forth in this resolution.
