A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA,
CALIFORNIA, EXPRESSING OPPOSITION TO THE FINDINGS OF THE
GOVERNOR OF THE STATE OF CALIFORNIA'S AD HOC COMMITTEE ON
FREEWAY MATTERS.
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE
�- AS FOLLOWS:
THAT, WHEREAS, the Governor for the State of California appointed
an Ad Hoc Committee to study, review, consider and make recommendations
concerning freeway matters throughout the State of California; and
WHEREAS, said Committee has recommended that of the 16,000 miles of
freeways in the State of California, 11,000 be returned to the jurisdictions
of the local agencies; and
WHEREAS, said recommendation if followed will put the burden of
maintenance, replacement, landscaping, and traffic control upon the local
agencies; and
WHEREAS, if said responsibilities are placed upon local agencies,
an undue financial burden will result, which must be ultimately borne
by the local taxpayers; and
WHEREAS, if said recommendation is followed, confusion and inconsist-
encies may result because of inconsistent traffic regulations imposed by
local agencies; and
WHEREAS, an inter -connected system of freeways for travel throughout
the State of California is of such importance as to transcend local
regulations and to submit itself to the pre-emptive powers of the State
Legislature; and
WHEREAS, the recommendations, if adopted, will result in a fragmented
inefficient uneconomical transportation and travel system, all to the
detriment of the health, safety and welfare of this and other local agencies.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of
Costa Mesa go on record as opposing the recommendations made by the Ad Hoc
Committee on freeway matters, appointed by the Governor of the State of
California;
BE IT FURTHER RESOLVED, that the City Council of the City of Costa Mesa
support the California Division of Highways on any program which it embarks
upon in opposition to the adoption of the recommendations of said Ad Hoc
Committee report;
BE IT FINALLY RESOLVED, that a copy of this resolution be forwarded to
the Legislative representatives for the Senatorial and Assembly districts
representing the City of Costa Mesa, to the Chairman and each member of
the California Highway Commission, and that the original hereof be made a
part of the records of the City of Costa Mesa.
PASSED AND ADOPTED this 18th day of September, 1972.
