A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA,
CALIFORNIA, APPOINTING ALFIE HOWARD, HONORARY TOWN CRIER FOR
THE CITY OF COSTA MESA, CALIFORNIA, STATING REASONS THEREFOR,
AND PROVIDING FOR DISPOSITION OF OFFICIAL COPIES OF THIS
RESOLUTION.
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE
AS FOLLOWS:
THAT, WHEREAS, from ancient times the Town Crier has strolled through
the streets of English towns and villages heralding the news of the day,
and the proclamations of the officers of the Crown; and
WHEREAS, the Town Crier is an official and honored officer of the
town government; and
WHEREAS, our pilgrim forefathers brought with them to Plymouth Rock
in the year 1620 A. D. the honored tradition of the Town Crier; and
WHEREAS, thereafter with the advent of the press, radio and tele-
vision, the honored tradition of the Town Crier was abandoned for the
more modern means of communication; and
WHEREAS, the City Council of the City of Costa Mesa, California,
finds and declares the Town Crier to be the most effective means of
encouraging the fostering citizen interest in participation in the
government under which they live; and
WHEREAS, Alfie Howard, England's oldest Town Crier in length of
service is well qualified to assume the position of Honorary Town Crier
for the City of Costa Mesa, California.
NOW, THEREFORE, BE IT RESOLVED, that Alfie Howard, a citizen of
England, where he follows the time honored practice and profession of
Town Crier, is hereby appointed Honorary Town Crier for the City of
Costa Mesa, California.
BE IT FURTHER RESOLVED, that the appointment provided for herein
shall be for the lifetime of Alfie Howard.
BE IT FURTHER RESOLVED, that said Alfie Howard take up his duties
forthwith, heralding the news of the City Council of the City of Costa Mesa,
California, in the mall of the South Coast Plaza.
BE IT FURTHER RESOLVED, that the original of this resolution be
signed by the Mayor and the City Clerk and be made a part of the permanent
records of the City of Costa Mesa, California.
BE IT FURTHER RESOLVED, that a copy of this resolution, duly certified
by the City Clerk be presented to Alfie Howard, the Honorary Town Crier
for the City of Costa Mesa, California.
BE IT FINALLY RESOLVED, that the staff of the City of Costa Mesa,
California, make appropriate adjustments in budget, office space and
Ordinance to provide for and accommodate the Honorary Office of Town Crier
for the City of Costa Mesa, California.
PASSED AND ADOPTED this 2nd day of October, 1972.

adopted by the City Council of the City of Costa Mesa, California, at a
regular meeting thereof held on the 2nd day of October, 1972.
