HomeMy WebLinkAbout73-08 - Urging Funds to Study Santa Ana River Flood HazardRESOLUTION NO. 73-8 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, SUPPORTING THE PLACENTIA UNIFIED SCHOOL DISTRICT IN URGING THE UNITED STATES CONGRESS TO APPROPRIATE FUNDS TO COMPLETE THE STUDY OF THE SANTA ANA RIVER BASIN FLOOD HAZARD, AND GIVING REASONS THEREFOR. THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE AS FOLLOWS: THAT, WHEREAS, the United States Corps of Engineers, an agency of the United States Government began a study in 1964 of the flood hazard potentials of the Santa Ana River Basin, which said study was to be completed in 1969; and WHEREAS, said study will not now be completed until 1974; and WHEREAS, said study must be completed before steps may be taken by the County of Orange, the Orange County Flood Control District, the Corps of Engineers and affected cities to alleviate this threat; and WHEREAS, the Santa Ana River Channel as currently constructed has a capacity of 35,000 cubic feet of water per second and could not contain an estimated 150,000 cubic feet of water per second, which is predicted to manifest itself on the 200 year cycle, or a standard project flood; and WHEREAS, a flood of this magnitude would engulf nearly all of the cities of Anaheim, Fountain Valley, Garden Grove, Stanton, Los Alamitos, Cypress, Buena Park, Huntington Beach, Westminster and parts of Placentia, Fullerton, Yorba Linda, Newport Beach, Orange, Santa Ana, Seal Beach as well as portions of the City of Costa Mesa; and WHEREAS, said flood waters are estimated to be from 2 to 7 feet in depth in the event of a standard project flood; and WHEREAS, the best interests of the health, safety and welfare of this community require an early completion of this study before steps may be taken to protect the communities herein set forth from the aforementioned flood damage. NOW, THEREFORE, BE IT RESOLVED, that the United States Congress be urged to appropriate sufficient funds to the United States Corps of Engineers for the purpose of completing said study, prior to the 1974 date. BE IT FURTHER RESOLVED, that the disaster potentials of a major flood in 18 of the 26 cities in Orange County representing a population of over 1,000,000 people be recognized and steps be taken to implement the flood control measures necessary to alleviate future flooding. BE IT FURTHER RESOLVED, that a copy of this Resolution be forwarded to Congressmen and Senators in Washington, D.C. representing Orange County; and BE IT FINALLY RESOLVED that a copy of this Resolution be sent to the Placentia Unified School District, to each City in the County of Orange and the County of Orange.
