HomeMy WebLinkAbout73-47 - Requesting League of California Cities to Establish Government Economic and Efficiency CommitteRESOLUTION NO. 73-47 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, REQUESTING THE LEAGUE OF CALIFORNIA CITIES TO ESTABLISH A COMMITTEE ON GOVERNMENT ECONOMY AND EFFICIENCY. THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE AS FOLLOWS: .- THAT, WHEREAS, most cities within the State of California have devoted extensive time and study to providing services for the citizens of the communities that they serve; and WHEREAS, in each instance, increased service is accompanied by increased cost of government; and WHEREAS, greater attention has been paid to the service aspect and feature of local government than the resulting cost; and WHEREAS, increased services and increased costs result in increased taxation to the point where taxation for local government may become burdensome; and WHEREAS, a great area exists for the League of California Cities to assist all of its members and the State Legislature in streamlining local government, by studies and programs for governmental efficiency and economy; and WHEREAS, the purposes expressed herein can best be accomplished by the formation of a statewide committee of the League of California Cities on government efficiency and economy; and WHEREAS, the policies established by the Federal government for revenue sharing require that greater attention be focused upon revenues and expenditures. NOW, THEREFORE, BE IT RESOLVED, that the League of California Cities establish a permanent committee which shall be designated the committee on Government Economy and Efficiency; and BE IT FURTHER RESOLVED, that said committee be charged with the study and research of ways and means to promote and effect governmental efficiency and economy among local agencies throughout the State of California; BE IT FURTHER RESOLVED, that said committee produce proposed policy guidelines for the League of California Cities and that said committee be required to report on the aforementioned studies, research and policy recommendations at the annual meeting of the League. BE IT FURTHER RESOLVED, that said committee annually recommend in its report to the League meeting, its recommendations for Legislation, local agency governmental reorganization, consolidation of local agency depart- ments, the exercise of joint powers programs between governmental agencies, directed toward the elimination of duplicated services and all other aspects of the streamlining of local governments aimed towards greater economy and efficiency. BE IT FURTHER RESOLVED, that a copy of this Resolution be forwarded to each of the other cities within Orange County with a request that the same be duly adopted by the City Council of these respective cities. BE IT FINALLY RESOLVED, that an executed copy of this Resolution be forwarded to the Orange County Division of the California League of Cities and to the League office in Sacramento, with a request it be agended for the next regular annual statewide League meeting.
