A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA,
CALIFORNIA, ADOPTING THE PLAN FOR THE ENVIRONMENTAL MANAGE-
MENT SYSTEM, CONSERVATION, OPEN SPACE, AND SCENIC HIGHWAY
ELEMENTS OF THE COSTA MESA COMPREHENSIVE LONG RANGE GENERAL
PLAN.
WHEREAS, there has been presented to the City Council of the City of
Costa Mesa, an amendment to the Costa Mesa Comprehensive Long Range General
Plan, being the plan for the Environmental Management System, Conservation,
Open Space, and Scenic Highway Elements in accordance with Section 65350 et
seq. of the Government Code of the State of California; and
WHEREAS, the Planning Commission of the City of Costa Mesa has adopted
said amendment to said plan by Resolution No. 73-06, passed and adopted by
said Commission on June 11, 1973, a certified copy thereof being attached
hereto and by this reference made a part hereof; and
WHEREAS, public hearing on said amendment to the General Plan has been
conducted as required by law; and
WHEREAS, this City Council deems it to be in the best interest of the
City that said amendment to said General Plan be adopted.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Costa
Mesa that the aforementioned amendment, being the plan for the Environmental
Management System, Conservation, Open Space, and Scenic Highway Elements of
the General Plan, in accordance with Section 65350 et seq. of the Government
Code of the State of California, as filed in the office of the City Clerk,
be, and the same is hereby confirmed and adopted by the City Council of the
City of Costa Mesa.
PASSED AND ADOPTED this 6th day of August, 1973.

WiihREAS, the Planning, Commission of the City of Costa �iesa reco nize., that
environmental quality is a proper concern of the City of. Costa Mesa and its citizens;
and
WdERL AS, it is further reco-nized that a h:inlr quality environment is a
limitea and valuable resource; and
WahREAS, said environmental features including but not .limited to open
space lauds and scenic areas should be conserved wnerever possible; and
tv'HUUtAS, it is the desire of the City of Costa ifesa to state its goals,
objectives and policies for the conservation acid develop;,,ent of -,. high quality
environment for present and future citizens of Costa :::esa; and
WW,RLAS, the legislature of the State of California has mandated that
every city and county shall prepare and adopt a local open space plan for the long;
range preservation and conservation of open spaca, land within its jurisdictions and
WiihREAS, the legislature of the Statr_ of California has also mandated that
every city or county General Plan shall include, a conservation element for the
conservation, development, and utilization: of natural resources; and
WHEREAS, the legislature of the State of California has further mandated
that a plan for the aevelopment, establishment and protection of scenic highways be
included as part of the General Plan of the:: Gity of Costa :esa; and
