RESOLUTION NO. 73-102
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA
MESA, CALIFORNIA, EXPRESSING OPPOSITION TO LEGISLATION
SANCTIONING COLLECTIVE BARGAINING, BINDING ARBITRATION,
AND STRIKES BY PUBLIC EMPLOYEES.
WHEREAS, public education in the United States has as one of its
precepts the concept of accountability and responsiveness to the local
public it serves; and
WHEREAS, collective bargaining legislation has been introduced
in the State of California which would mandate arbitration panels to
settle differences between Boards of Education and employees; and
WHEREAS, these arbitration panels would have no local knowledge,
no responsibility for the success of the local schools, and no accounta-
bility to the people whose children would be affected and whose money
would be spent as a result of the panels' decisions;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Costa Mesa wishes to make known its opposition to any collective
bargaining legislation which would mandate the use of arbitration panels
to decide issues affecting the working and learning conditions of
employees and students in the Newport -Mesa Unified School District, or
which would sanction binding arbitration or strikes by public employees.
PASSED AND ADOPTED this 17th day of September, 1973.
