HomeMy WebLinkAbout73-130 - Adopting General Plan Amendment GP-73-04, Defining Blight, etcRESOLUTION NO. 73-130 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, ADOPTING GENERAL PLAN AMENDMENT GP -73-04 DE- FINING BLIGHT, ADDING REDEVELOPMENT TO THE IMPLEMENTATION SECTION OF THE GENERAL PLAN, DECLARING AREA I TO BE BLIGHTED, AND RECOMMENDING REDEVELOPMENT AS THE APPROPRIATE METHOD FOR CORRECTING BLIGHT IN AREA 1. WHEREAS, the City Council of the City of Costa Mesa has determined that blight constitutes economic and social liabilities for the citizens of the City; and WHEREAS, appropriate procedures for eradicating blight will serve to promote the health, safety, and welfare of the citizens of Costa Mesa; and WHEREAS, Area 1, as defined in Exhibit A, is found to contain conditions which constitute blight; and WHEREAS, redevelopment is determined to be the most appropriate method for reducing the problems of blight in Area 1. NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Costa Mesa that General Plan Amendment 73-04 is hereby adopted, as contained in Exhibit "A". City Clerk and ex -officio Cler rof the City Council of the City of Cat to Mesa EXHIBIT "A" GENERAL PLAN AMENDMENT GP -73-04 ADDING REDEVELOPMENT TO THE IMPLEMENTATION SECTION OF THE GENERAL PLAN. REDEVELOPMENT AND BLIGHT The City of Costa Mesa may periodically determine that certain areas of the City contain blighting conditions which constitute social or economic liabilities. Blight shall be defined in accordance with the conditions described in the Community Redevelopment Law (Public Health and Safety Code Sections 33031-33034). An area may be declared blighted if any of these listed conditions are found to exist. Redevelopment is recommended as one possible method of correcting blight and the social and economic liabilities which are present. Other approaches would include capital improvement programming; zoning, subdivision, and ordinance regulations; concentrated code enforcement; rehabilitation programs; a combina- tion of the above; or any other appropriate procedure. If redevelopment is selected as the appropriate method for the eradication of blight, consideration must be given to the basic goals and objectives of the various elements of the General Plan. LOCATION OF BLIGHT Area 1 The area outlined in Figure 1 is found to contain conditions which constitute social and economic liabilities to the citizens of Costa Mesa. These conditions constitute blight as defined in the Public Health and Safety Code. It is determined that Area 1 suffers from economic underutilization due to faulty planning. The area is characterized by parcels of irregular form and shape, resulting in reduced usefulness and improper development. Furthermore, it is found that there is an inadequate provision of streets which has resulted in a circulation network of irregular design. As a result of these varied factors, there is a growing lack of proper utilization in Area 1. This section of Costa Mesa has the potential for becoming a useful and valuable contribution to the health, safety, and welfare of the citizens of the City. RECO14MENDED METHODS OF CORRECTING BLIGHT Area 1 Redevelopment is recommended as the appropriate method to reduce the problems of blight in Area 1. Traditional techniques will not result in the correction of the existing deficiencies due to the private sector's reluctance to invest in a high risk area. Urban renewal or total clearance are neither feasible nor desirable in the Costa Mesa context. Therefore, a redevelopment program for Area 1 is recommended which will emphasize a policy of selective acquisi- tion to create new sites for development and a program of needed capital improvements to stimulate private investment. Funding for the redevelopment plan is recommended through tax increment financing, revenue sharing, or other capital sources.
