HomeMy WebLinkAbout74-03 - Cities and Counties be Retained as Transportation Planning Agency AuthorityRESOLUTION NO. 74-3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, RECOMMENDING THAT CITIES AND COUNTIES BE RETAINED AS THE TRANSPORTATION PLANNING AGENCY AUTHORITY TO SELECT URBAN ROUTES AND TO DISTRIBUTE URBAN FUNDS. WHEREAS, the State Director of Transportation has advised the Chairman of the Urban System Advisory Committee that he has decided there should be a new decision-making process for the Federal -Aid Urban Program in California; and WHEREAS, all of the Urbanized cities and counties now have allocation and implementation procedures for administering the Federal -Aid Urban Program that were recommended by the Statewide Urban Advisory Committee and approved by the State; and WHEREAS, these existing procedures were developed to minimize duplication and to insure the use of Federal -Aid Urban funds on regionally significant pro- jects determined by the cities and counties; and WHEREAS, these existing procedures allow the cities and counties to determine the proper modes of transportation, to establish priorities, to realize an equitable distribution of funds, and to consider funding sources; and WHEREAS, the 1973 Federal -Aid Highway Act provides that the responsible local official shall determine Urban route selection, choice of mode, establish- ment of priorities, and consideration of funding sources; and WHEREAS, it was proposed to designate SCAG, Southern California Association of Governments, as the regional transportation planning agency and as the responsible local official instead of the cities and counties; and WHEREAS, this proposal will remove the local decision-making process from cities and counties and vest same in SCAG, which has been designated the Regional Transportation Planning Agency for this area; and WHEREAS, the Costa Mesa City Council has designated the County of Orange and its FAU Committee as the responsible agency to perform this function; NOW, THEREFORE, BE IT RESOLVED that the Costa Mesa City Council opposes the proposal to give regional transportation planning agencies (SCAG) the authority to select the Urban routes, to determine the transportation mode, to distribute the Urban funds, and to establish the construction priorities for the Urban Program; and BE IT FURTHER RESOLVED that the Citv Council of the City of Costa Mesa recommends that the Urban funds continue to be allocated and administered in accordance with the existing procedures developed by the cities and counties and approved by the State Department of Transportation; and BE IT FURTHER RESOLVED that the City Clerk of the City of Costa Mesa is hereby instructed to forward copies of this Resolution to Governor Ronald Reagan; Secretary of the California Business and Transportation Agency, Frank J. Walton; Acting State Director of Transportation Howard C. Ullrich; State Senators and Assemblymen from Orange County; Orange County Board of Supervisors; City Councils of all cities in Orange County; and the Southern California Asso- ciation of Governments (SCAG).
