HomeMy WebLinkAbout74-05 - Opposing Membership in SCAG, Southern California Association of GovernmentsRESOLUTION NO. 74-5 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA OPPOSING MANDATORY MEMBERSHIP IN THE SOUTHERN CALIFORNIA ASSOCIATION OF GOVERNMENTS. AND DECLARING REASONS THEREFOR. THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE AS FOLLOWS: THAT WHEREAS, Legislation is pending in Sacramento before the California Legislature, which would require mandatory membership of local governments in the Southern California Association of Governments; and WHEREAS, said Legislation was introduced and passed the Assembly as AB 1181 by a vote of 41-34; and WHEREAS, said Legislation is now being considered by the Senate Committee on Governmental Organization; and WHEREAS, voluntary membership in the Southern California Association of Governments in the past has materially contributed to its success; and WHEREAS, the mandatory assessment of dues contemplated in said Legislature will work an undue hardship on some local governments; and WHEREAS, if mandatory, all representatives to the Southern California Association of Governments should be elected directly by those people who live within the Southern California Association of Governments area. NOW, THEREFORE BE IT RESOLVED, that the City of Costa Mesa strongly opposes mandatory membership in the Southern California Association of Governments; BE IT FURTHER RESOLVED that said membership should continue to be permissive or voluntary only; BE IT FURTHER RESOLVED that mandatory membership in the Southern California Association of Governments is unnecessary for the function of said organization; BE IT FURTHER RESOLVED that if mandatory, said membership should be by persons elected directly by those people living within the area of the Southern California Association of Governments, and by the people to be regulated; BE IT FINALLY RESOLVED that a copy of this Resolution be mailed to each member of the Senate Committee on Governmental Organization, and Senators Dennis Carpenter and James Whetmore.
