HomeMy WebLinkAbout74-21 - Endorsing Assessment and Treatment Services Center ConceptRESOLUTION N0, 74-21 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, ENDORSING THE ASSESSMENT AND TREATMENT SERVICES CENTER CONCEPT IN FULL, WHEREAS, there are families in the Harbor Area who are experiencing behavioral problems with their children at home, school, and in the community; and WHEREAS, these youths frequently come into contact with local Police Departments through their activities; and WHEREAS, many of these young people are being processed through an over- loaded juvenile justice system and this would not be necessary in many instances if an effective program were available as an alternative to adjudication and probation; and WHEREAS, a diversion program, known as the Assessment and Treatment Services Center has demonstrated its merit providing a unique service assisting Police Officers in evaluating individual cases, and providing immediate counsel- ing for troubled youths and their families; and WHEREAS, a major goal of this program is to develop a comprehensive treatment service for families and young people as an alternative to processing through the juvenile justice system; and WHEREAS, this treatment service involves the entire family in resolving immediate problems and prepares them to solve future problems through individual, family, and group counseling with a broad range of professional consultation services available to the individual case needs; and WHEREAS, if communities had an effective diversion services program, it would not only assist our young people in becoming productive citizens, but could effect a significant reduction in the incidence of juvenile delinquency in the County; NOW, THEREFORE, BE IT RESOLVED that the City of Costa Mesa endorses the Assessment and Treatment Services Center concept in full; and BE IT FURTHER RESOLVED that the City of Costa Mesa will inform the Orange County Board of Supervisors of its endorsement of the Assessment and Treatment Services Center concept, and will request the County of Orange to maintain a central support unit to train and supervise personnel for such regional centers.
